Job summary

smoore technology indonesia seeks a qualified Customs & Excise Regulatory Manager to oversee inbound, outbound, and storage of excise goods. You will regulate compliance, monitor declarations, and enforce data integrity across SAP ERP and CEISA, ensuring alignment with Indonesian laws.

Ideal candidates have 2–3 years in Indonesian customs/excise, experience in Bonded Factory operations, and strong Excel skills.

Qualifications

• Bachelor’s degree or above in International Trade, Logistics, Supply Chain Management, Customs Management, or related field.
• 2–3 years of hands-on experience in customs and excise affairs in Indonesia, with mandatory experience in a Bonded Factory (Kawasan Berikat / TPB).
• Experience in tobacco or excise-taxable manufacturing is highly preferred.
• Strong analytical, attention to detail, and communication abilities.
• Proficiency in CEISA 4.0, SAP ERP, and advanced Excel skills.

Responsibilities

• Act as the primary contact for Customs and Excise affairs, overseeing inbound, outbound, and storage of excise goods.
• Monitor daily electronic customs declarations and enforce Three-Document Consistency before gate-in/out.
• Maintain data accuracy across SAP ERP, CEISA, and physical inventory; ensure zero discrepancies.
• Collaborate with sales, procurement, logistics, and HQ to assess compliance for new channels and models.
• Liaise with local Customs & Excise offices for audits and stock opname; monitor regulatory changes and mitigate risks.

Job description

1. Customs & Excise Regulatory Management

• Act as the primary point of contact for the factory regarding all Customs (Bea Cukai) and Excise (Cukai) affairs, specifically regulating the inbound, outbound, and storage of excise-taxable goods (e.g., tobacco/related business).

2. Inbound & Outbound Customs Declaration & Operations

• Monitor daily electronic customs declarations (BC 2.3, BC 3.0, BC 4.0, BC 4.1, etc.) via the system for raw materials, machinery, scrap, waste, and subcontracted Subcontract items.
• Enforce a strict "Three-Document Consistency" protocol (ensuring SAP DN/CIPL = PEB = Freight Forwarder BL/Manifest) prior to cargo gate-in/out.

3. Data Synchronization & IT Inventory Compliance

• Maintain, reconcile, and audit data accuracy across the company’s SAP ERP system, the CEISA system, and real physical warehouse stock.
• Ensure the IT Inventory (Bonded Log System) runs smoothly, is fully compliant with Indonesian customs audit standards, and contains zero discrepancies between digital records and physical inventory.

4. Stakeholder Communication & Supply Chain Security

• Collaborate closely with internal sales, procurement, logistics, and HQ teams to evaluate the compliance viability of new business channels and flexible fulfillment models.
• Mitigate logistical risks to ensure the absolute safety, legality, and efficiency of the company's supply chain channels.

5. External Relationship Maintenance

• Liaise directly with local Customs & Excise offices to facilitate smooth monthly, quarterly, and annual on-site audits and mandatory physical Stock Opname (inventory counts).
• Proactively monitor changing Indonesian trade regulations, optimize internal compliance SOPs, and mitigate potential legal risks.
• Execute other tasks and compliance reports assigned by department heads.

Qualifications:

• Education: Bachelor’s degree or above, preferably in International Trade, Logistics, Supply Chain Management, Customs Management (Kepabeanan), or a related field.
• Experience: Minimum 2–3 years of hands-on experience in customs and excise affairs in Indonesia. Mandatory experience working within a Bonded Factory (Kawasan Berikat / TPB). Experience in tobacco or excise-taxable manufacturing is highly preferred.
• Soft Skills: Strong analytical problem-solving skills, extreme attention to detail, highly resilient under high-pressure audits, and possess excellent interpersonal negotiation and communication ability.
• Technical Skills:
• Proficient in navigating the CEISA 4.0 system and maintaining IT Inventory systems.
• Strong familiarity with SAP ERP.Deep understanding of Incoterms, international trade laws, customs valuation, and HS Code classification rules.
• Advanced proficiency in Microsoft Excel for data reconciliation (VLOOKUP, Pivot Tables).
• Languages: English are required as working languages.
