Qualifications

• Bachelor’s degree in Electrical/Mechanical/Building Services Engineering or related field.
• At least 10 years of facilities management experience, with 6–8 years in supervisory roles in higher education, hospitals, or NGOs.
• Valid Construction Industry Safety Training Certificate (Green Card) or equivalent.
• Proficiency in MS Office, AutoCAD, and CAFM systems.

Technical Manager I / II (several posts)

Technical Manager I / II (several posts) in the Maintenance and Operations Unit of the Estates Office (Ref.: 537411)

We are seeking dedicated candidates for the position of Technical Manager I / II to manage a diverse range of facilities, including academic, teaching, and research facilities, as well as residential buildings. The role encompasses responsibilities ranging from overseeing routine building maintenance and security operations to managing renovation projects and large-scale facilities upgrade initiatives.

The Role

The appointees will oversee the maintenance and management of electrical, mechanical, and building services systems in academic buildings. Key responsibilities include:

• Leading and supervising maintenance teams to ensure timely and efficient service delivery;
• Developing and implementing preventive maintenance and asset management strategies;
• Preparing budgets and cost estimates for maintenance and system upgrade projects;
• Coordinating with internal departments and external contractors to uphold safety, quality, and compliance standards;
• Conducting regular inspections and assessments to identify potential hazards and implement prompt corrective actions; and
• Ensuring adherence to safety regulations and environmental standards.

Qualifications and Qualities

Applicants should possess:

• A Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Building Services Engineering, or related disciplines;
• A minimum of 10 years’ professional experience in facilities management, with at least 6 to 8 years’ supervisory experience in the higher education sector, hospitals or non-governmental organizations;
• A valid Construction Industry Safety Training Certificate (Green Card) issued in accordance with Chapter 59 of the Factories and Industrial Undertakings Ordinance (i.e. by attending the relevant safety training courses which are recognized by the Commissioner for Labour) or equivalent;
• Proficiency in MS Office applications, AutoCAD and hands-on experience with computer-aided facilities management (CAFM) system;
• Strong leadership and team management capabilities;
• Excellent problem-solving and organizational skills;
• Effective communication and interpersonal skills; and
• Ability to work under pressure and manage multiple tasks efficiently.

Those with less experience or lower qualifications may be considered for appointment as Technical Manager II.

What We Offer

The appointment will be made on fixed-term full-time contract for 2 years, to commence as soon as possible with the possibility of renewal subject to satisfactory performance. A highly competitive salary commensurate with qualifications and experience will be offered, together with contract-end gratuity and University contribution to a retirement benefits scheme at 10% of basic salary.
