Job summary

City University of Hong Kong (Campus Development Office) seeks a Technical Officer to support MVAC/building services across campus maintenance and project work. The role reports to the senior managers within the Repair and Maintenance team, assisting in daily operations and system enhancements to ensure safe, reliable, and efficient campus services.

The successful candidate will bring a Bachelor’s degree in a relevant engineering field, at least 5 years of MVAC/project maintenance experience,

Qualifications

• Bachelor’s degree/Higher Diploma or Higher Certificate in Building Services/Electrical/Mechanical Engineering or related discipline.
• Green Card safety training certificate is required.
• Minimum 5 years of project works and/or operation and maintenance experience with MVAC systems.
• Proficiency in English and Chinese (Putonghua).
• Team player with good communication and supervisory skills.
• Self-motivated and able to work independently under pressure and tight schedules.
• Project management experience in education sector or government subvention projects is preferred.
• Holder of a REW licence A or above; proficient with MS Office, MS Project, AutoCAD; knowledge of Revit/BIM is advantageous.

• Plan and conduct routine maintenance, upgrades, and improvements.
• Coordinate and supervise in-house technicians and contractors.
• Prepare drawings and documentation for work orders, contracts, tender documents, and project delivery.
• Conduct troubleshooting and system failure analysis; propose enhancement solutions.
• Assist in implementation, testing, and commissioning of project work orders.
• Respond to emergency duties and perform shift duties.
• Perform other duties as assigned.

Technical Officer (MVAC/Building Services) in the Campus Development Office [Ref.: R/29 6/26]

The Campus Development Office (CDO) is responsible for building project development and property maintenance. Our office provides comprehensive professional services across a vast array of building project types, including institutional, office, residential, and hospitality categories. The CDO’s responsibilities range from master planning to architecture to interior design, covering all stages of the development process, from the client’s brief and design requirements to project management and on-site supervision until project completion. The CDO also provides facility maintenance and building repair work to ensure the campus operates smoothly at all times.

Reporting to the Senior Manager and Manager of Campus Development Office, the appointee will join the Repair and Maintenance team within the CDO. S/he will assist in the daily operation, enhancement, repair, and maintenance of the University’s E&M systems to ensure safe, reliable, and efficient operations.

Duties

• Plan and conduct routine maintenance, upgrading, and improvement works;
• Coordinate and supervise in-house technicians and contractors on works related to planned maintenance, routine inspections, replacements, improvements, and upgrades, etc.;
• Assist in preparing drawings and documentation for maintenance work orders, routine maintenance contracts, tender documents, and project delivery;
• Conduct troubleshooting and system failure analysis, and provide solutions for enhancement services;
• Assist in the implementation, testing, and commissioning of project work orders;
• Respond to emergency duties and perform shift duty; and
• Perform any other duties as assigned.

Requirements

• A Bachelor’s degree/Higher Diploma, or Higher Certificate in Building Services/Electrical Engineering/Mechanical Engineering, or a related discipline, with a valid safety training course certificate (commonly known as a “Green Card”);
• A minimum of 5 years of solid experience in project works and/or in operation and maintenance duties related to mechanical installations and MVAC systems;
• A good command of written and spoken English and Chinese (including Putonghua);
• A good team player with good communication skills and supervisory capabilities;
• Being self-motivated with the ability to work independently under pressure and tight schedules; and
• Strong risk awareness and a strong sense of responsibility are required.
• Substantial project management experience in territory’s education sector and/or experience in managing government subvention projects is preferred.
• Holder of a Registered Electrical Worker (REW) licence A or above; with proficiency in MS Office (Word, Excel, PowerPoint), MS Project, and AutoCAD; knowledge of Revit and Building Information Modelling (BIM) is an advantage.
