Job summary

Tung Wah Group of Hospitals in Hong Kong seeks an experienced Head of Purchasing to lead a Group-wide procurement team, driving savings and efficiency. You will shape procurement policies, assess Group needs, and ensure tender compliance across funding bodies.

The role also oversees the Group's insurance programs and staff development. The ideal candidate has a business/administration degree with 8+ years post-qualification experience, including 5+ years in supervision, and strong leadership and

Qualifications

• Bachelor-level or higher in business/administration/procurement/finance/logistics.
• 8+ years post-qualification experience with 5+ years in procurement at supervisory level.
• Familiarity with insurance arrangements and policies is advantageous.
• Member of Institute of Purchasing & Supply of Hong Kong with formal purchasing training preferred.
• Hands-on PC skills and experience with computerized procurement systems.
• Tactful with strong interpersonal, communication and leadership skills.

Responsibilities

• Lead a team of purchasing staff to execute bulk group purchases for savings and efficiency.
• Develop and implement Group procurement policies and procedures for governance improvements.
• Assess Group-wide purchase needs to formulate accurate procurement plans.
• Monitor tender/quotation timeliness and compliance with funding body requirements.
• Recommend terms from tender returns to optimize Group benefits.
• Administer Group insurance policies and manage major claims with financial impact.
• Review insurance needs across Divisions/Offices and advise actions for adequate coverage.
• Supervise and train staff to ensure efficient services for user Divisions/Offices.
