Job summary

Tung Wah Group of Hospitals in Hong Kong seeks an experienced Procurement Leader to head a team responsible for group-wide bulk purchases, policy development, and strategic improvements in procurement.

The role emphasizes governance, tender compliance, and insurance administration, with a focus on staff development and cross-divisional collaboration. A degree in business/procurement plus extensive supervisory experience is required, along with strong leadership and communication skills.

Qualifications

• Degree in business/administration/procurement/finance/accounting/logistics or related discipline.
• 8+ years post-qualification experience with 5+ years in procurement or related at supervisory level.
• Good knowledge of insurance arrangements and familiarity with insurance policies and regulations is an advantage.
• Preferably member of the Institute of Purchasing & Supply of Hong Kong with formal training in purchasing.
• Hands-on PC skills and experience with computerized procurement systems.
• Tactful with strong interpersonal, communication and leadership skills.

Responsibilities

• Lead a team of purchasing staff to execute bulk purchases on a Group basis for savings and efficiency.
• Develop and implement procurement policies and procedures and propose improvements for governance.
• Assess purchase needs of all Divisions/Offices to formulate procurement plans for the Group.
• Monitor procurement timeliness and tender/quotation procedures for funding body compliance.
• Make tender recommendations to the Tender Board to optimize benefits.
• Administer Group insurance policies and handle major insurance claims.
• Review insurance needs of Divisions/Offices and ensure adequate coverage.
• Supervise and train subordinate staff to ensure efficient services.
