Job summary

Randstad Hong Kong Limited is seeking an experienced Senior Quantity Surveyor / Quantity Surveyor (Procurement) to oversee end-to-end procurement cycles, tender administration, and commercial contracts for capital alterations and comprehensive facilities works in Hong Kong.

The role requires a Bachelor’s degree in a related field and a minimum of 3 years’ experience in quantity surveying, procurement, or contract management within HK building/property sectors.

Qualifications

• 3+ years experience in quantity surveying, procurement, or contract management in HK building/property sectors.
• Proficient in English and Cantonese (written and spoken) to liaise with stakeholders and contractors.
• Experience with enterprise procurement platforms and MS Excel.

Responsibilities

• Execute end-to-end tendering and purchasing cycles for alterations, refurbishments, and maintenance contracts.
• Formulate sourcing strategies, prepare tender documents, and conduct tender analyses and negotiations.
• Monitor vendor and main contractor performance against milestones, SLAs, and approved budgets.
• Liaise with business heads, project managers, and facility teams to align procurement with corporate goals.
• Ensure all negotiations and contracts comply with regulations, policies and ethics.

• Execute end-to-end tendering exercises and purchasing cycles for building alterations, additions, cyclical refurbishment, and term maintenance contracts.
• Formulate robust sourcing strategies, prepare detailed tender documents, conduct tender analyses, and manage commercial negotiations with contractors and suppliers.
• Monitor vendor and main contractor performance against key milestones, safety protocols, service level agreements (SLAs), and approved capital budgets.
• Liaise with internal business heads, project managers, and operational facility teams to align procurement requirements with overarching corporate objectives.
• Ensure all commercial negotiations and contract awards strictly adhere to statutory building regulations, procurement policies, and ethical standards.

• Bachelor's Degree in Quantity Surveying, Building Services, Procurement, Supply Chain Management, or a related construction discipline.
• Minimum of 3 years relevant working experience in quantity surveying, procurement, or contract management within the Hong Kong building, property management, or maintenance sectors (candidates with greater experience will be considered for Senior Quantity Surveyor).
• Sound commercial understanding of local market rates, sub-contractor pricing structures, and standard forms of building contracts.
• Proficiency in written and spoken English and Cantonese is required to liaise effectively with international internal stakeholders and local contractors.
• Strong negotiation, interpersonal, and analytical skills, with working knowledge of enterprise procurement platforms and MS Excel.
