Responsibilities
- Independently manage end-to-end procurement activities for assigned IT categories, ensuring value-for-money outcomes and compliance with procurement policies and procedures
- Execute RFQ and tendering processes, and prepare purchase orders and contract awards, including approval coordination, tender documentation, evaluations, assessment reports and contract execution
- Support supervisor and work with stakeholders for complex procurement projects
- Serve as a key procurement contact for user departments and suppliers, providing timely and professional advice on procurement matters
- Conduct market research, sourcing activities, commercial and contract negotiations to achieve best-value outcomes
- Support category and supplier management activities, including data compilation and spend analysis, supplier prequalification, supplier performance monitoring, and implementation of continuous improvement initiatives.
- Build and maintain effective working relationships with internal stakeholders, suppliers to facilitate procurement operations
- Perform other duties and assignments as required
Requirements
- Degree holder in Engineering, Information Technology, Procurement, Business or other related disciplines
- Professional procurement qualification (e.g. CIPS or equivalent) is an advantage
- Minimum 3 years' relevant procurement experience, preferably gained in sizeable organizations
- Familiarity with procurement, contracting and tendering processes; experience in IT- or technology-related procurement is an advantage
- Experience in handling WTO GPA tenders is an advantage
- Experience in using Enterprise Resource Planning (ERP) systems, such as Oracle Financial and Procurement Systems, is preferred
- Strong analytic skills, communication and negotiation skills
- Well-organized and able to work independently, effectively prioritizing assignments and supporting multiple procurement activities.
- Proactive, with a high level of integrity, accountability and a strong team-oriented mindset
- Good spoken and written English & Chinese, and proficiency in Putonghua
- Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, and Power BI
