Job summary

West Kowloon Cultural District Authority is seeking a senior leader to drive the network and ICT infrastructure strategy in Hong Kong. You will oversee planning, delivery, and governance of large-scale projects, coordinating with internal teams and external partners to align with business priorities and operations.

The role requires 10+ years in enterprise networks, with at least 5 years in a leadership position, and professional certifications (CCNP/CCIE or HCIP/HCIE).

Qualifications

• University degree in Computer Science, Information Technology, or related discipline.
• At least 10 years of relevant experience, including a minimum of 5 years in a lead or managerial role overseeing enterprise network and infrastructure environments.
• Holder of professional network certification such as CCNP/CCIE or HCIP/HCIE.
• Sound knowledge of cloud networking infrastructure; cloud certifications (AWS, Azure, Alibaba Cloud) preferred.
• Additional qualifications such as PMP, PRINCE2 and ITIL are a plus.
• Strong knowledge of enterprise network and infrastructure technologies (DNS, LAN/WAN, VPN, Wi‑Fi, SDN, VoIP, cloud).
• Proven ability to manage multiple projects, priorities and stakeholders in a fast-paced environment.

Responsibilities

• Leading the planning, delivery and governance of large-scale ICT infrastructure projects.
• Partnering with internal stakeholders, project teams, consultants, contractors and vendors.
• Acting as a key liaison between technical teams and business stakeholders; ensuring clear communication and timely escalation of issues.
• Driving design coordination for ICT infrastructure in building development and operations with emphasis on resilience and scalability.
• Collaborating with IT senior management, application teams and stakeholders to ensure reliable network services.
• Providing leadership in network infrastructure practices across IT and OT environments; focusing on security and operability.
• Overseeing ICT infrastructure planning, design coordination, and implementation for current and greenfield projects.
• Fostering cross-functional collaboration across teams with diverse expertise.
• Working with cybersecurity functions to implement security controls and manage infrastructure risks.
• Participating in governance and design review forums to assess impact of changes.
