Job summary

The English Schools Foundation (ESF) in Hong Kong is seeking a Senior Procurement Officer (Works & Facilities) to oversee procurement for campus development, major and minor works, asset enhancement, and facilities management.

The role requires a strong engineering or project management background and a commitment to transparent, cost-effective sourcing in compliance with local building ordinances and statutory requirements.

Qualifications

• Bachelor's degree in Building Management, Engineering or related technical discipline.
• 3–5 years of procurement experience in sizeable organizations (developers, main contractors, MNCs, or large facilities firms).
• Professional procurement qualification (e.g., CIPS, ISM) is advantageous.

Responsibilities

• Contribute end-to-end procurement cycles for major capital works, campus renovations, FM contracts, and structural maintenance.
• Identify potential contractors, prepare tender documents, invite tenders/quotations, and evaluate bids.
• Monitor and evaluate supplier performance and implement corrective actions when necessary.
• Develop and maintain strong relationships with contractors, consultants, and suppliers.
• Oversee day-to-day purchasing operations, ensuring compliance with governance and internal policies.
• Utilize e-tendering systems and e-procurement tools to streamline workflows and manage POs.
• Analyze market trends, price fluctuations, and supply risks to inform procurement decisions.
