  • Professional procurement qualification (e.g., CIPS, ISM) is advantageous.

Responsibilities

  • Contribute end-to-end procurement cycles for major capital works, campus renovations, FM contracts, and structural maintenance.
  • Identify potential contractors, prepare tender documents, invite tenders/quotations, and evaluate bids.
  • Monitor and evaluate supplier performance and implement corrective actions when necessary.
  • Develop and maintain strong relationships with contractors, consultants, and suppliers.
  • Oversee day-to-day purchasing operations, ensuring compliance with governance and internal policies.
  • Utilize e-tendering systems and e-procurement tools to streamline workflows and manage POs.
  • Analyze market trends, price fluctuations, and supply risks to inform procurement decisions.

Job description

ESF is now recruiting for a Senior Procurement Officer.

The Senior Procurement Officer (Works & Facilities) will assist the Procurement Manager (Works & Facilities) oversee and manage all procurement activities related to campus development, major and minor works, asset enhancement, and facilities management. This role requires a strong engineering or project management background to ensure that all capital projects, maintenance contracts, and facilities-related sourcing are executed transparently, cost-effectively, and in strict compliance with local building ordinances and statutory requirements.

Key Responsibilities
  • Contribute end-to-end procurement cycles for major capital works, campus renovations, facilities management (FM) contracts, and structural maintenance.
  • Identify the potential contractors, prepare tender document/RFP/RFQ, invite tenders/quotations, conduct technical and commercial evaluations of bids, collaborating closely with internal users and facilities team.
  • Monitor and evaluate supplier performance and implement corrective actions when necessary.
  • Develop and maintain strong, long-term relationships with a robust network of contractors, consultants, and suppliers.
  • Oversee day-to-day purchasing operations, ensuring all transactions comply with corporate governance, internal procurement policies, and ethical standards.
  • Utilize E-tendering systems and e-procurement tools to streamline workflows, track purchase orders, and manage inventory levels.
  • Analyze market trends, material price fluctuations, and supply chain risks to provide actionable insights to the Procurement Manager.
Education & Experience
  • Degree: Bachelor’s Degree in Building Management, Engineering (Mechanical, Electrical, Civil), Supply Chain Management, or a related technical discipline.
  • Experience: A minimum of 3 to 5 years of relevant procurement experience, specifically gained within sizeable organizations (e.g., property developers, main contractors, MNCs, or large-scale facility management firms).
  • Certification: Professional qualification from recognized bodies (e.g., CIPS, ISM) is highly advantageous.
Technical Knowledge & Skills
  • Familiarity with the Building Ordinance and relevant statutory/regulatory frameworks governing building works and facility maintenance.
  • Expertise in tendering procedures and building contract or local standard forms of building contracts.
Language & Communication
  • Fluency in English (spoken and written) is mandatory. The candidate must be comfortable negotiating, presenting, and drafting documents in English.
  • Good interpersonal and presentation skills.
