Resident IT Application & Infrastructure Specialist

The role provides full-time IT application and infrastructure support for the Geotechnical Engineering Office consultancy project, including system development, integration, testing, deployment and troubleshooting. The specialist will develop digital and AI-enabled solutions, translate operational needs into practical technical solutions, and coordinate with project teams and users to ensure effective service delivery.
Responsibilities
- The specialist will be stationed full-time at the Geotechnical Engineering Office (GEO) of the Civil Engineering and Development Department (CEDD) to support delivery of the services under a consultancy agreement.
- Perform hands-on IT application development, enhancement, integration, testing and technical troubleshooting.
- Support the design, development, configuration and integration of the required IT infrastructure.
- Support technical reviews, testing, deployment, knowledge transfer and other duties related to delivery of the services.
- Liaise with the Service Manager, AIS project team, users and relevant technical parties on requirements, technical issues and implementation progress.
- Understand the operational needs of construction, civil engineering and geotechnical users, where applicable, and translate them into practical digital workflows and technical solutions.
Requirements
- A bachelor’s degree in information technology from a university in Hong Kong, or an equivalent institution or qualification.
- Meet the following Common Recruitment Examination results or recognised equivalents: Level 2 in the "Use of English paper"; and Level 1 in the "Use of Chinese paper".
- Possess at least four years of hands-on experience covering: IT application development and development of IT infrastructure.
- Experience in integrating AI-powered features using Retrieval-Augmented Generation (RAG) and related technologies;
- Experience with PostgreSQL, Oracle Database, and Microsoft SQL Server;
- Experience in database design and database performance tuning; and
- The candidate with Construction-related experience will be a significant advantage, such as digital application or infrastructure delivery for government works departments, engineering consultants, contractors or related project teams.
