Job summary

InfoTech Services (Hong Kong) Limited seeks an experienced IT professional to develop and manage web-based applications and Gov Cloud deployments within the Environmental Infrastructure Division. The role requires strong leadership, extensive system development lifecycle experience, and the ability to coordinate with internal PMs and external contractors.

Qualifications

• Degree in IT, CS, Engineering or related discipline.
• At least 10 years in system analysis, design, development and implementation of web apps.
• Experience in project management, QA, and user acceptance testing.
• Experience supervising a team of two or more.
• Strong communication and collaboration skills.
• Experience in tender/preparation of briefs.
• Full lifecycle development experience from inception to maintenance.
• Experience with Python, Django, REST Framework, and vSAN.
• Experience with mobile apps, big data, and GCIS deployment on MariaDB/Nginx/Gunicorn.

Responsibilities

• Serve a contract assignment under InfoTech headcount, full-time.
• Prepare tender documents or briefs for procurement of systems/services.
• Analyze user requirements and translate to functional specs for programming.
• Perform testing of changes and updates.
• Collaborate with PMs and external contractors to design systems and infrastructure.
• Ensure deliverables meet regulations and user requirements.
• Recommend improvements to daily procedures for efficiency and cost-saving.
• Provide operation and maintenance support for projects, including Gov cloud infrastructure.
• Install, upgrade and maintain system software as needed.
• Manage programming and support team.
• On-call support and after-hours work as required.
• Perform other duties as assigned.

Project Nature (T26) Development and application of information technology and database systems in Environmental Infrastructure Division of EPD, e.g. C Easy System Design, System Analysis, Programming, Gov. Cloud operation, etc.

Duties

• Serve a contract assignment under InfoTech's headcount, full-time second to serve the EPD;
• Prepare tender document or assignment brief to procure required systems or services, as well as to review and analyze project reports and the relevant specifications;
• Analyze user requirements or business flow and convey functional requirements to programming;
• Perform/ Prepare testing (both application and system) of changes/updates/user functions;
• Work with internal Project Managers and/or external contractors to design the required application system and its infrastructure;
• Ensure the deliverables (internal development and/or contractors projects) complies with DPO's regulations and satisfies EPD users' requirements;
• Execute, review and make recommendations to the daily work procedures for enhancement of operation efficiency and cost effectiveness;
• Provide operation and maintenance support of the projects (including server room with servers and network equipment and Gov cloud and its subsequent enhancements);
• Install, upgrade and maintain system software (DBMS, Web servers, and DMS) when required;
• Manage the programming and support team;
• On-call support and other duties, and work outside normal working hours if necessary; and
• Any duties as assigned by supervisors.

Requirements

• Degree in Information Technology, Computer Science, Engineering or related discipline;
• At least 10 years of experience in system analysis, design, development and implementation of web-based applications;
• At least 1 year of experience in project management, quality assurance and participated in system/user acceptance test;
• At least 1 year of experience in supervising a team of two (2) members or more;
• Strong communication skills and a collaborative team player;
• At least 1 year of experience in preparation of tender or assignment brief;
• At least 1 year of experience in full system development lifecycle from project initiation, user requirement collection to system nursing;
• At least 3 years of experience in application and infrastructure, including Python, Django framework, Django REST Framework, and vSAN Server;
• At least 3 years of experience in Mobile Apps XCode, PyCharm, Web Base Programming and Big Data; and
• At least 3 years of experience in deployment of GCIS (Government Cloud) on MariaDB, Nginx and Gunicorn
• - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• - At least 10 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
