Job summary

Project Nature (T26):

• To administer the Departmental network and IT infrastructure including daily operations and enhancement projects;
• To implement AI efficacy enhancement projects through setting up application server and networking infrastructure for application of AI technology and re-engineering process under EEB(EB) and EPD; and
• To coordinate and handle request to the Departmental helpdesk relating to Departmental network and IT infrastructure.

Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the EPD;

• 1. To oversee and support the daily operations of Departmental network and IT Infrastructure; and to implement necessary enhancement projects on network security, infrastructure architecture, sharing platform, remote access, wireless access, network traffic control and etc;
• 2. To Implement IT policy and guidelines for users in EEB(EB) and EPD to ensure all IT activities performed in accordance with the required IT security protocols;
• 3. To implement AI efficacy enhancement projects to promote further AI adoption through liaising with stakeholders in consolidating requirements, designing suitable networking infrastructure, sourcing and setting up hardware equipment, managing contractor and vendor, conducting UAT and pilot run, evaluating results and gathering successful experience;
• 4. To plan, design and manage the network infrastructure properly including the integration of firewall, network routers, switches, VPN gateway and other networking equipment and its peripherals;
• 5. To administer, monitor and analyze overall network performance to ensure the Departmental network is running in a stable and secure status;
• 6. To analyze system functions and failures to isolate and identify problem areas;
• 7. To review existing networking topologies regularly and provide practicable suggestions for on-going enhancement;
• 8. To recommend and procure new network equipment for Departmental network and IT infrastructure;
• 9. To monitor the operation and availability of networking systems;
• 10. To oversee and determine timeframes for major IT projects including system updates, upgrades, migrations and outages;
• 11. To evaluate technological risks for implementation of disaster recovery for networking DR site and backup procedures;
• 12. To oversee day-to-day network administration jobs including the troubleshooting faulty or abnormal network devices, overseeing user access to the network and generating performance reports for network systems and devices;
• 13. To supervise and lead the Network Team to prepare regular review report and elevate vulnerable issues for management's consideration; to conduct the system audits and patch management for auditing response on a timely basis; and to prepare or update project documents, operational procedures, network diagrams, technical specifications and etc;
• 14. To interact and follow up with the vendors for maintenance including repairing faulty network equipment, updating necessary security patches and upgrading equipment's operation system;
• 15. To develop and monitor Wi-Fi network in offices with proper setting on its availability and security;
• 16. To lead the network upgrade for EEB(EB) and EPD to cope with the increasing bandwidth demand arising from the deployment of Centrally Managed Messaging Platform (CMMP);
• 17. To troubleshoot all technical problems encountered by Users calling to Departmental helpdesk relating to operations in Departmental network and IT infrastructure;
• 18. To coordinate and respond to Users initiating calls to Departmental helpdesk on requests relating to Departmental network and IT infrastructure;
• 19. To source, evaluate and recommend new technology or equipment in order to enhance the security, reliability and availability of Departmental network; and
• 20. To carry out any other duties as assigned by the senior officers.

Requirements:

• 1. Degree in Information Technology or equivalent;
• 2. Recent IT working experience in Government;
• 3. Obtained at least one of the following certificates relating to IT network: Cisco Certified Network Professional (CCNP) or Huawei Certified ICT Professional (HCIP); and
• 4. Obtained at least one of the following certificates relating to IT project or service management: Project Management Professional (PMP) or Information Technology Infrastructure Library (ITIL)

Technical Skills:

• . At least 8 years' experience in Network & System Management (NSM);
• . At least 8 years' experience in PC LAN Support (PLS);
• . At least 8 years' experience in Virtual Private Network (VPN);
• . 5 years' experience in CISCO IOS Software & CISCO Products (CIP) is an advantage;
• . 5 years' experience in Endpoint Security Solutions (ESS) is an advantage;
• . 5 years' experience in IT Security (ITS) is an advantage.

Non-technical Skills:

• . At least 8 years' experience in work with the Government (GOV);
• . At least 8 years' experience in helpdesk call handling (HDT);
• . At least 8 years' experience in managing Government projects (MGP);
• . 5 years' experience in IT procurement (PRO) is an advantage.

- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;

- At least 10 years' post-qualification experience in which at least 5 years' relevant experience in a similar post and in a comparable capacity.
