Job summary

InfoTech Services (Hong Kong) Limited is recruiting for a contract IT role to develop and maintain IT infrastructures, backend interfaces, data centers, cloud services, and IoT support for environmental enforcement projects. You will operate the RTTMV system and liaise with O&M contractors.

The position requires hands-on development and deployment experience, plus a degree in IT or equivalent. Work location is Wan Chai EPD offices, with some field or on-board duties, for the 2-month contract

Qualifications

• Degree in Information Technology or equivalent is required.
• Hands-on experience with IT development, deployment and maintenance.
• Experience with GCIS cloud services is a plus.

Responsibilities

• Develop, implement and maintain IT infrastructures, backend interface, data center, cloud services, big data analysis, IoT support, network monitoring and video analytics platform.
• Operate RTTMV system and coordinate with RTTMV O&M contractors.
• Prepare tender documents and manage outsourcing with vendors and R&D centers.

Project Nature (T26)

1. System Development
2. Implementation and maintenance of GPS Platform for Chemical Waste, Clinical Waste and Marine Dumping Controls
3. Implementation and Maintenance Support of Smart Surveillance Camera System
4. Implementation and Maintenance Support of Real Time Tracking and Monitoring of Vessel (RTTMV), and Development of Front End Mobile Unit (FEMU)
5. Implementation, maintenance and cloud migration support of Clinical/Chemical Waste Electronic Consignment System (CWECS)
6. Other Systems in relation to Environmental Enforcement Work
7. Miscellaneous and ad hoc IT support

Duties

Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the EPD;

1. Develop, implement and maintain IT infrastructures, backend interface, data center, cloud services, big data analysis, IoT support, network monitoring and video analytics platform for the support of illegal disposal of waste;
2. Operate the RTTMV System and support daily liaison works with the RTTMV O&M Contractors;
3. Conduct IT-related procurement, including preparation and technical assessment of tender documents, and managing of outsourcing works/services in conjunction with other government Bureaus / Departments, external vendors and R&D centers;
4. Support and manage IT systems on Government Cloud Infrastructure Services (GCIS) environment;
5. Maintain and support internal, internet and mobile networking;
6. Assist ITM on daily operation and technical support;
7. Source potential vendors for IT hardware and software; and
8. Other Job-related Requirements: The hours and venues of work may be varied having regard to the operational needs of the department, including work outdoors or on board.

Requirements

1. Degree in Information Technology, awarded by an accredited university, equivalent or above
2. Proficient in application development, implementation and maintenance
3. Hands-on technical and deployment experience for data center and GCIS cloud service
4. Experience in developing Internet of Things such as smart surveillance camera systems, GPS device and frontend monitoring
5. Perform routine maintenance, troubleshooting, and daily operations to ensure stable and secure network performance
6. With good knowledge in programming languages and environments

Technical Skills:

• At least 2 years' experience in MySQL (MSQ)
• At least 2 years' experience in Networking (NET)
• At least 2 years' experience in PHP programming (PHP)
• 2 years' experience in JavaScript Programming (JAP) is an advantage
• 1 year's experience in JAVA Programming (JAV) is an advantage
• 1 year's experience in IT Application Development and Management (ADM) is an advantage
• 1 year's experience in Structured Query Language (SQL) is an advantage

Non-technical Skills:

• At least 3 years' experience in work with the Government (GOV)
• Good coordination skills is a must
• At least 2 years' experience in software testing (STM)
• 2 years' experience in quality assurance (QAS) is an advantage
• 2 years' experience in Business Process Modeling (BPM) is an advantage
• 1 year's experience in Government tendering procedures (GTP) is an advantage

• - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• - At least 4 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
