Job summary

Speedy Group is seeking an Officer-in-Charge to administer and maintain IT systems including departmental portals, e-leave, user identity management, and web applications. You will ensure secure operations, diagnose issues, and implement proactive measures to prevent interruptions.

You will coordinate IT projects per government standards, liaise with users and contractors, and help design IT architectures that meet user needs while following guidelines. Strong English communication is essential.

Qualifications

• Bachelor degree in Computing/Information Technology or equivalent.
• Proven experience in IT support and supervision.

Job description

Officer-in-charge for the administration and maintenance of IT systems including departmental portal, e-leave system, user identity management system, web application systems, departmental and thematic websites. Ensure smooth operation and security of IT systems, diagnose and resolve problems, and apply proactive measures to prevent service interruption. Organise and manage IT projects in accordance with government standards and procedures, ensuring projects are completed on time, within budget, and to required quality standards. Liaise with different parties to develop, maintain and enhance technical design of IT systems and websites to meet user needs and align with government standards and guidelines.

Key responsibilities

• Administer and maintain IT systems (departmental portal, e-leave system, user identity management system, web application systems, departmental and thematic websites)
• Ensure smooth operation and security of IT systems, diagnose and resolve problems, and apply proactive measures to prevent service interruption
• Organise and manage IT projects (website revamp, adoption of AI, technology upgrade of IT systems, SRAA and PIAA) in accordance with government standards and procedures
• Ensure IT projects are completed on time, within budget, and to required quality standards
• Liaise with end-users, contractors, Digital Policy Office and other bureau/departments to develop, maintain and enhance technical design of IT systems and websites
• Enhance application systems to meet evolving business needs and comply with government regulations and guidelines
• Prepare technical specifications and acceptance plans for IT-related procurements
• Provide input for preparation of technical documents for procuring IT-related services and products
• Compile returns for IT-related surveys, requirement forecasts and statistics
• Mobilise and guide the work of junior staff

About you

• Bachelor Degree or above in Computing/Information Technology
• Level 3 / Grade C or above in English Language (Syllabus B before 2007) in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or overseas equivalent
• At least 7 years experience in IT support
• At least 3 years at supervisory level
• At least 2-3 years experience in supporting government projects/systems
• Strong analytical and problem-solving skills
• Effective communication skills, in particular good command of written English
• Skills and experience in administration and maintenance of Active Directory, web application systems, government websites, departmental portal, e-leave system
• Familiar with common office automation solutions (MS Windows, MS Outlook/CMMP, Adobe Acrobat, video conferencing tools)
• Very good sense of information security and awareness of threats and risks
