Job summary

InfoTech Services (Hong Kong) Limited is seeking a senior IT project manager to supervise government ICT projects, including GIS-based initiatives, system implementation and ongoing support. You will plan all phases, coordinate procurement, and lead an application support team for DEVB(WB) initiatives.

The role requires extensive post-qualification experience, with deep knowledge of government IT standards, tendering procedures and strong leadership abilities.

Qualifications

• Bachelor's degree or higher diploma in Computer Science or IT.
• 18+ years post-qualification experience with 10+ years in a similar post.
• Strong experience in government IT standards, tendering and procurement.
• Solid experience with government projects and IT governance.

Responsibilities

• Plan and control all project phases from feasibility study through procurement and maintenance.
• Provide technical consultancy on operating systems, data communication, database and application languages.
• Lead and supervise an application support team for DEVB(WB) projects.
• Participate in funding applications, tendering and ICT project procurement.
• Prioritize tasks, guide subordinates and monitor performance.

Project Nature (T26) Supervise a team of IT professionals to carry out system implementation, maintenance and support activities for application systems, websites and provide project management for ICT projects.

Duties

• Serve a contract assignment under InfoTech's headcount, full-time second to serve the DEVB;
• To plan and control all phases of computer projects including feasibility study, procurement of services, systems analysis and design, procurement and installation of computer systems, programming, implementation, system nursing and maintenance;
• To carry out project management, quality control and quality assurance duties;
• To provide technical consultancy services on operating system, data communication, database, application software and languages;
• To evaluate and select appropriate computer products for the development and maintenance of computer systems;
• To collaborate with and monitor contractors’ activities and their performance;
• To supervise an application support team to support various application systems and websites in DEVB(WB);
• To conduct problem analysis and propose technical solutions and design;
• To participate in the funding application, tendering and procurement in various ICT projects;
• To prioritize and assign tasks to subordinates, provide guidance and oversee their performance;
• To provide advice and consultancy in adoption and application of specific information technologies with regard to business requirements, environment and constraints; and
• To conduct any other IT related tasks as assigned.

Requirements

• Solid experience in project management, application / website development and ongoing support;
• Solid experience in implementing Geographic Information System (GIS) related project;
• Solid experience in government tendering / procurement procedures and IT security policy is an advantage;
• Good experience in supporting application systems related to public works is an advantage;
• Sound knowledge in Government IT standards, guidelines and requirements; and
• Solid experience in team management.

Technical Skills

• At least 10 years' experience in IT Application Development and Management (ADM);
• At least 10 years' experience in IT Planning (ITP);
• At least 10 years' experience in PRINCE (PRE);
• At least 10 years' experience in System Implementation and Maintenance/Support (SIM);
• 4 years' experience in Project Management Professional (PMP) (PMP) is an advantage.

Non-technical Skills

• At least 10 years' experience in work with the Government (GOV);
• At least 10 years' experience in Government procurement/disposal procedures (GPD);
• At least 10 years' experience in the management and support of Government systems and services (GSS);
• At least 10 years' experience in managing Government projects (IEG);
• At least 10 years' experience in project management (PRM);
• Good written English is an advantage.
• Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• At least 18 years' post-qualification experience in which at least 10 years' relevant experience in a similar post and in a comparable capacity.
