Job summary

Hong Kong Red Cross is seeking a Programme Manager to lead recovery and community resilience initiatives and to collaborate with the Red Cross Society of China and regional partners.

You will work with a senior coordinator to ensure effective, efficient, and accountable programme implementation, contributing to HKRC’s mission and impact.

Qualifications

  • University degree in a relevant field.
  • Minimum 5 years’ post-graduate work experience, preferably with management experience in programmes.
  • At least 2 years of overseas humanitarian work (Mainland China and/or international contexts).
  • Strong knowledge of global humanitarian trends and development agendas, particularly in community resilience.

Responsibilities

  • Develop community resilience programmes with overseas partners and stakeholders.
  • Lead a sub-team to design, implement, monitor, and evaluate programmes in Mainland China and overseas.
  • Strengthen partner capacity in disaster management, project management, and thematic areas.
  • Facilitate advocacy efforts and organize related events.
  • Build and maintain partnerships to ensure programme effectiveness and sustainability.
  • Prepare reports and support policy and operational planning.
  • Undertake field missions to Mainland China and overseas locations as required.

The Hong Kong Red Cross was established in 1950. Job Purpose

This position is responsible for programme model development, capacity building, and coordination of recovery and community resilience programmes in collaboration with the Red Cross Society of China (RCSC) and other Red Cross and Red Crescent Movement partners.

The role works closely with the Senior Programme Coordinator (SPC) to ensure the effective, efficient, and accountable implementation of strategies, contributing to HKRC’s vision and mission.

Key Responsibilities
  • Develop community resilience programmes with overseas partners and stakeholders, contributing to programme model innovation and impact for vulnerable communities.
  • Lead a sub-team to design, implement, monitor, and evaluate community resilience programmes in both Mainland China and overseas contexts.
  • Strengthen the capacity of partner organizations in disaster management, project management, and thematic areas.
  • Facilitate advocacy efforts and new initiatives, including the impact study of the programme, the organization of related events.
  • Build and maintain strong partnerships with Red Cross and Red Crescent Movement partners and other stakeholders to ensure programme effectiveness, sustainability, and resource mobilization.
  • Prepare reports and support the development of policies and operational plans, contributing to programme model development.
  • Undertake field missions to Mainland China and overseas locations as required.
Requirements
  • University degree, preferably in human sciences, social services, international relations/development, or disaster management.
  • Minimum of 5 years’ post-graduate work experience, preferably with management experience in programmes, people, and financial oversight.
  • At least 2 years of experience in overseas humanitarian work (Mainland China and/or international contexts).
  • Strong knowledge of global humanitarian trends and development agendas, particularly in community resilience, urban issues, health, or related fields.
  • Good understanding of the context of Mainland China and global development landscapes.
  • Proven experience in programme management, community engagement, and international humanitarian work.
  • Proficiency in written and spoken English and Chinese (including Putonghua).
  • Strong communication, coordination, facilitation, leadership, and interpersonal skills.
  • Proficiency in common computer applications.
  • Mature, self-motivated, and responsible, with the ability to work independently and effectively within multidisciplinary teams under pressure.
Contract Period

2 years (Renewable)
