Job summary

The Hong Kong Red Cross is seeking an Assistant Manager (Relief Service) to work closely with the Manager to plan and execute relief operations and anticipatory action projects in Hong Kong. The role involves supervising project tasks, volunteer management, and reporting, with the ability to operate during emergencies and holidays.

Based in West Kowloon, you will coordinate with partners, monitor activities, and prepare financial and narrative reports.

Qualifications

  • Bachelor's degree in a related field; preferably social science, humanities or similar.
  • Minimum 2 years of relevant experience in project implementation or volunteer management; disaster relief experience is a plus.
  • Strong planning, people and finance management, and reporting skills.
  • Ability to work independently, under pressure, and handle emergencies as needed.

Responsibilities

  • Assist Deputy Manager (Relief Service) in planning and implementing anticipatory action projects and emergency relief tasks.
  • Perform monitoring, analysis, and evaluation of programmes according to SOPs; prepare reports and communications materials.
  • Act as duty officer or operations-in-charge for emergency operations during non-office hours or holidays as required.
  • Maintain strong relationships with partners and stakeholders; support ad hoc projects and tasks from Supervisors.

Job Purpose

The Assistant Manager works closely with the Manager and Deputy Manager of Relief Service to plan and execute operations and projects related to Hong Kong Red Cross’ local emergency response. S/he will contribute to Hong Kong Red Cross’ relief operations and anticipatory action projects of extreme weather events, as well as volunteer management and other institutional disaster preparedness tasks.

Key Responsibilities
  • Assists the Deputy Manager (Relief Service) in planning and implementing Hong Kong Red Cross’ anticipatory action projects of extreme weather events, such as the day-to-day project management tasks, direct execution of service delivery or registration, preparation of financial and narrative reports, preparation of communication materials, monitoring and evaluation of the outcome and impact of the programme.
  • Performs emergency relief operation duties such as monitoring, assessment, analysis, and implementation, and evaluation, according to HKRC’s standard operating procedures under the supervision of the Deputy Manager (Relief Service).
  • Act as duty officer/ operation-in-charge for emergency operations in the absence of the Manager and Deputy Manager of Relief Service, during holidays, non-office hours or extreme weather, if deems necessary.
  • Fosters and maintains good working relationships with different partners and stakeholders.
  • Carries out ad hoc projects and tasks as assigned by the Supervisor(s).
Requirements
  • University Degree in Social Science, Humanities, or other related disciplines.
  • A minimum of 2 years of relevant working experience, preferably with project implementation and volunteer management experience. Experience in emergency relief service, humanitarian or social service sectors is an advantage. Candidate with less experience will be considered.
  • Good knowledge of service planning and implementation, management of people and finance, report writing, with an eye for detail.
  • Good team player with strong presentation, networking, facilitation and communications skills.
  • Mature personality, self-motivated with strong sense of responsibility, able to work independently and under pressure.
  • Proficient in both written and spoken English and Chinese (including Putonghua).
  • May need to work during holidays or non-office hours according to emergency operation needs.
  • Proficient in PC knowledge (including MS Office).
