ODC PMO Lead: IT Strategy & Delivery

Job summary

The Airport Authority is seeking a seasoned PMO leader in Hong Kong to drive the Offshore Development Centre strategy, oversee execution, and ensure alignment with AA IT standards. You will partner with the IT Leadership Team and ODC partners to deliver programs on time and with quality.

You will build governance, manage budgets and resources, and report performance to the Steering Committee while promoting continuous improvement and strong stakeholder engagement in both English and Chinese

Qualifications

• Degree holder in Computer Science/Engineering, Information Technology/Systems/Business Administration, or related disciplines.
• PMP and Agile Scrum Master certifications preferred.
• 8 years or more IT experience with at least 6 years in day-to-day PMO management.
• Experience in managing ODC or similar organization setup is preferred.
• Excellent communication in English and Chinese; Mandarin preferred.

Responsibilities

• Support the IT Leadership Team in defining and executing the Offshore Development Centre (ODC) strategy, including planning, developing, and implementing the ODC.
• Lead the ODC Management Office and build strong relationships with ODC partners as the liaison between AA and the ODC.
• Oversee smooth transition of services from existing suppliers to the ODC partner to ensure continuity and quality.
• Work with the ODC team to define and review the project pipeline and ensure resources with the right skill sets for timely delivery.
• Manage and monitor ODC application development and maintenance costs for cost effectiveness and optimal resource use.
• Collaborate with IT governance units to ensure ODC operations comply with AA IT standards.
• Define and maintain processes, templates, and governance mechanisms to stay current with evolving needs.
• Establish and manage the ODC performance management framework and report results to the Steering Committee.
• Proactively identify opportunities for service enhancement and expansion of ODC offerings.
• Provide day-to-day supervision to the Assistant Manager, IT under the ODC Management Office.
• Perform other PMO-related duties as assigned by the supervisor.
