Job summary

Randstad Hong Kong Limited is seeking a Network Infrastructure Manager to shape end-to-end enterprise ICT/OT network delivery for a major public development project in Hong Kong. You will drive cloud strategy, governance, and risk management with senior IT leadership.

You will manage design, vendor relations, and procurement, ensuring service continuity, scalability, and robust security across DNS, LAN/WAN, VPN, Wi‑Fi, and cloud networks (AWS/Azure/Alibaba Cloud).

Qualifications

• Bachelor's degree in CS/IT or related field.
• 10+ years IT infrastructure experience, including 5+ years in leadership within large-scale enterprises.
• Certifications in network standards (CCNP/CCIE or HCIP/HCIE).
• Strong knowledge of enterprise networking (DNS, LAN/WAN, VPN, Wi‑Fi, SDN, VoIP) and cloud networking (AWS, Azure, Alibaba Cloud).
• Experience with public sector/government procurement, contract administration, or building development coordination preferred.
• Excellent communication and stakeholder management in English and Chinese.

Responsibilities

• Lead the strategic planning, design, governance, and deployment of enterprise ICT and OT network infrastructure for existing operations and greenfield projects.
• Drive infrastructure design coordination during building developments, ensuring service continuity, scalability, and seamless user experience.
• Serve as the primary technical bridge between business stakeholders, consultants, and external contractors to keep projects on track.
• Collaborate with cybersecurity teams to enforce robust network controls, conduct risk assessments, and safeguard operational resilience.
• Oversee end-to-end procurement processes, including requirement scoping, RFQ/tender document preparation, vendor evaluation, and contract management.
• Participate in governance boards (e.g., Architecture Governance Board) and oversee core operational readiness for routers, firewalls, and switches.

• Minimum 10 years of relevant IT infrastructure experience, including at least 5 years in a leadership/managerial role within large-scale enterprises.


• Certified in professional network standards (e.g., CCNP/CCIE or HCIP/HCIE).


• Strong knowledge of enterprise networking (DNS, LAN/WAN, VPN, Wi-Fi, SDN, VoIP) and cloud network environments (AWS, Azure, or Alibaba Cloud).


• Prior experience handling public sector/government procurement, contract administration, or building development coordination is highly preferred.


• Additional qualifications in project management (PMP, PRINCE2) or service management (ITIL) are a strong plus.


• Excellent communication and stakeholder management skills in both English and Chinese.
