Job summary

Randstad Hong Kong Limited is seeking a Manager, Network Infrastructure to lead end-to-end network delivery, cloud strategy, and OT/IT integration for a major public development project in Hong Kong.

You will oversee governance, design, procurement, and risk management, collaborating with cybersecurity and senior IT executives to ensure service continuity and scalable infrastructure.

Qualifications

• Bachelor's degree in Computer Science, IT or related field.
• 10+ years IT infrastructure experience with 5+ years in leadership.
• CCNP/CCIE or HCIP/HCIE certification advantageous.
• Public sector procurement, contracts, and governance exposure.
• Strong English and Chinese communication skills.

Responsibilities

• Lead strategic planning, design, governance, and deployment of enterprise ICT/OT network infrastructure.
• Coordinate infrastructure design during building developments for continuity and scalability.
• Serve as technical bridge between stakeholders, consultants, and contractors.

You will lead a high-performing infrastructure unit responsible for cross-functional governance, network operations, and risk management. You will collaboratively closely with senior IT executives, vendor teams, application experts, and cybersecurity leaders.

Lead the strategic planning, design, governance, and deployment of enterprise ICT and OT network infrastructure for existing operations and greenfield projects.

Drive infrastructure design coordination during building developments, ensuring service continuity, scalability, and seamless user experience.

Serve as the primary technical bridge between business stakeholders, consultants, and external contractors to keep projects on track.

Collaborate with cybersecurity teams to enforce robust network controls, conduct risk assessments, and safeguard operational resilience.

Oversee end-to-end procurement processes, including requirement scoping, RFQ/tender document preparation, vendor evaluation, and contract management.

Participate in governance boards (e.g., Architecture Governance Board) and oversee core operational readiness for routers, firewalls, and switches.

Bachelor's degree or above in Computer Science, Information Technology, or a related field.

Minimum 10 years of relevant IT infrastructure experience, including at least 5 years in a leadership/managerial role within large-scale enterprises.

Certified in professional network standards (e.g., CCNP/CCIE or HCIP/HCIE).

Strong knowledge of enterprise networking (DNS, LAN/WAN, VPN, Wi-Fi, SDN, VoIP) and cloud network environments (AWS, Azure, or Alibaba Cloud).

Prior experience handling public sector/government procurement, contract administration, or building development coordination is highly preferred.

Additional qualifications in project management (PMP, PRINCE2) or service management (ITIL) are a strong plus.

Excellent communication and stakeholder management skills in both English and Chinese.
