Job summary

Mother’s Choice in Hong Kong seeks a Manager, Pregnant Girls Services (PGS) to lead an integrated service framework across case management, youth programs, hotline, outreach and community education.

You will partner with Community Services and Volunteer Engagement to develop strategies, plans, and metrics that advance PGS sustainably and with impact. A degree and 10+ years’ experience, including 5+ in supervisory roles, are required.

Qualifications

• Degree holder in a relevant discipline (e.g. social work, counseling).
• At least 10 years’ work experience with minimum 5 years in supervisory levels.
• Preferably with experience in social/humanity services and nonprofit organizations in a multicultural environment.

Responsibilities

• Lead the integrated PGS service framework across case management, youth programs, hotline, outreach and community education.
• Drive strategic planning, KPIs, and funding accountability with the leadership and partners such as government and NGOs.
• Oversee data-driven evaluation, privacy compliance, and evidence-based practice to measure program impact.
• Coach and develop the PGS team to uphold client-centred practice and professional standards.
• Ensure high-quality service delivery grounded in safety, protection of children, and advocacy with stakeholders.

Position Description:

The mission of our Pregnant Girls Services (PGS) is to provide "a safe place where pregnant girls in crisis are embraced, equipped and empowered for a hopeful future." PGS provides pregnant teens with the tools and comprehensive programs to break the generational cycle of abuse and neglect. We know from our history that the more time we are able to spend with the girls ahead of the birth of their child, the more successful they are in transitioning back to the community.

The Manager, PGS, leads the integrated PGS service framework, building and developing a unified team across case management, youth programs, hotline, outreach, and community education. The Manager will partner with Community Services and Volunteer Engagement to develop strategies, operational plans, and metrics that advance PGS in a sustainable and impactful way.

Job Responsibilities:

Lead One Integrated PGS Service

• Champion and drive the integrated PGS service model, ensuring consistent, high-quality service delivery across all functions, grounded in client-centred values and standards.
• Lead cross-team strategic planning and service review, drawing on operational insights from the Assistant Managers to enable continuous service improvement.
• Model and implement best practices across PGS services, and together with the Child Protection Manager, develop an advocacy-based approach in collaboration with partners such as the Social Welfare Department and other NGOs.

Lead Case Management, Youth Programs, Hotline, Outreach and Community Education

• Lead and oversee the delivery of Youth Programs, Outreach/Hotline, and Community Education to support PGS clients in their decision‑making.
• Ensure the whole PGS team is equipped and empowered with 3-choices decision‑making, sexuality education, and child protection training to enhance professional practice and uphold the standards and values of Mother's Choice.
• Support the development of pilot programs for PGS clients.

Grant Compliance, KPI Achievement and Funding Accountability

• Hold overall accountability for the achievement of KPIs and deliverables as stipulated by grant requirements across all PGS service streams, working with the Assistant Managers to monitor progress, identify gaps, and coordinate timely corrective actions.
• Oversee the preparation and submission of KPI and funding reports, ensuring accurate and timely reporting that demonstrates grant compliance and reflects the impact of PGS. Services.
• Lead the annual operations planning, impact reports, and budgeting in alignment with grant and organizational requirements.
• Review progress and service statistics with the Leadership team.

Evaluation, Monitoring and Evidence-Based Practice

• Lead the implementation and evaluation of data-driven case planning and service delivery.
• Collaborate with academic partners to develop evidence-based tools and evaluation systems to monitor, refine, and measure program effectiveness and impact.
• Ensure all data collection, storage, and privacy practices are aligned with the organization's, funding bodies', and research bodies' guidelines.

Team Development and Organizational Leadership

• Lead, coach, and develop the PGS team, nurturing a culture of learning, accountability, and client‑centred practice.
• Work closely with the Assistant Managers to ensure consistent professional standards throughout the team.
• Perform any other duties as required.

Requirements:

• Degree holder in a relevant discipline (e.g. social work, counseling) with at least 10 years’ work experience in whichminimum 5 years in supervisory levels.
• Preferably with experience in social/humanity services and non-profit organization disciplines in a multicultural environment.
• Able to lead, coach and motivate a team of frontline workers, and act as a role model.
• Mature, energetic and analytical with excellent interpersonal and project management skills.
• Able to work under pressure and remain positive under adverse circumstances with a high level of resilience.
• Good command of both Chinese and English. Excellent communication skills in both written and verbal English required.
• Passionate about the vision of Mothers Choice that every child is in a loving family and act as an advocate for those who do not have a voice in society.
