Job summary

Mother’s Choice in Hong Kong seeks an experienced Operations Lead for Foster Care services. You will oversee centralized intake, foster family vetting, casework, and day-to-day operations in alignment with our core values and strategic plan.

The role requires a Registered Social Worker with at least 7 years of experience (2 in child and family work), strong leadership, and excellent English and Chinese communication.

Position Description

Lead best practice and oversee all operations of the services in line with Mother’s Choice core values and strategic plan. This role works closely and collaboratively with the other Assistant Manager in Foster Care Service and leadership team.

To support the mission “To be the champion for children in adversity by providing a loving and safe foster family, and providing innovative intervention with individualized care, so that they can be in a loving, stable, and permanent family as quickly as possible,” by overseeing operations and casework within the services.

Job Responsibilities

Centralized Intake

• Oversee the implementation of centralized intake services in Mother’s Choice to ensure the efficiency and quality of services delivered to children referred for placement.
• Ensure close collaboration and communication across services team to identify potential placements for children.
• To identify trends, monitor and review the centralized intake program that address the diverse service needs and ensure the quality of service standards.
• Maintain and manage community partnerships with referral agencies.

Foster Family Vetting

• Oversee the implementation and provision of foster family vetting in accordance with the Social Welfare Department’s requirements, in line with Mother’s Choice’s policies and procedures, and to a quality standard that serves children and families effectively.
• Develop and implement a robust system to facilitate foster family recruitment, assessment, approval, support, and training of foster families.
• Plan and manage the long-term development and growth of foster family recruitment and retention strategies.
• Support education and community awareness initiatives.

Casework, Program Management and Cross-team Collaboration

• Handle complex casework; lead, coach, and supervise a team of social workers to deliver high-quality case management and advocacy for children.
• Ensure appropriate escalation of cases when necessary.
• Liaise with internal and external parties to represent and promote foster care services.
• Support and develop collaborative partnerships and opportunities with external stakeholders (e.g., professional groups, government departments, NGOs, etc.).

Operations

• Lead, coach, and supervise staff to ensure the delivery of quality services.
• Ensure consistent service provision and smooth daily operations.
• Oversee the administration and monitoring of service delivery, ensuring adherence to MC’s policies and procedures.
• Assist in the completion, monitoring, and reporting of funding applications.
• Plan and manage annual planning, forecasting, and budgeting processes.
• Monitor financial performance against the approved budget.
• Contribute to leadership reporting and prepare information for external stakeholders.
• Lead staff retention and recruitment efforts.
• Ensure the development, implementation, and monitoring of policies and procedures (e.g., compliance with Social Welfare Department/ Service Quality Standards (SQS) or other funding requirements).

Requirements

• A Registered Social Worker with a Bachelor's degree or above in Social Work recognized by the Hong Kong Social Workers Registration Board;
• Minimum 7 years of experience from which 2 years gained from child and family related discipline.
• Good leadership skills with people and project management.
• Strong interpersonal and communication skills, especially in handling conflict and work with different stakeholders.
• High proficiency in English and Chinese ability.
• Strong critical thinking to analyze needs of service, staff and organization, capacity, and big picture strategy.
• Strong knowledge in service area and good knowledge of interconnected services of Mother’s Choice including Child Development and Child Protection. Able to identify risk to service users and staff.
• Must share the commitment of Mother’s Choice in upholding the safety and protection of children as paramount.
