Manager - Infrastructure & Cloud

Division: Group Digital and Technology
Lead the Infrastructure and Cloud team and establish consistent technical standards, governance, operating processes, service management and supplier management practices to continuously improve global infrastructure service capability. Own infrastructure, cloud and network architecture planning, lifecycle management, capacity and performance management, cost management, risk control, major incident response, business continuity and disaster recovery. Collaborate with Security, Operations, Applications, Enterprise Architecture, BU IT, Procurement and Finance to provide a sustainable, controlled and cost-effective technology foundation for business growth and digital transformation.

Responsibilities
1) Technical Leadership and Global Operations Coordination
- Lead the Infrastructure and Cloud team, including work planning, resource allocation, capability development, technical direction and cross-region operational coordination
- Develop and maintain global infrastructure, cloud and network architectures, technical standards, governance mechanisms, operating models and roadmaps
- Establish asset, configuration, capacity, performance, availability, lifecycle and technical debt management practices
- Coordinate infrastructure operations across Hong Kong, Mainland China and overseas locations, with clear accountability and escalation boundaries across internal teams, outsourced resources and suppliers
- Provide professional advice for major projects, technology selection, architecture reviews and management decisions
2) NOC Development, Infrastructure Monitoring and AIOps:
- Build and continuously improve the NOC operating model, including service scope, event classification, L1/L2/L3 responsibilities, escalation matrix, on-call and supplier support arrangements
- Implement unified monitoring and observability across servers, virtualization, cloud resources, networks, internet/WAN/SD-WAN, firewalls, storage, backup, databases and critical infrastructure services
- Apply alert deduplication, event correlation, anomaly detection, capacity forecasting, automated ticketing, diagnostics, runbook automation and low-risk automated remediation
- Reduce reliance on continuous 24x7 manual staffing through automated monitoring, intelligent alerting, on-call and supplier-backed support while maintaining round-the-clock major incident response capability
- Establish KPIs including monitoring coverage, alert quality, MTTA, MTTR, repeat incidents, automated resolution and service availability
3) Global Network Management & Cost Optimization
- Manage global WAN, SD-WAN, internet, data center networks, cloud connectivity, branch networks, wireless networks and network performance monitoring
- Lead assessment, migration and operational transition from the existing Palo Alto SD-WAN to the cloud-delivered SD-WAN capability provided by the Zero Trust vendor
- Maintain a complete contract inventory for internet, leased lines, broadband, WAN and cloud connectivity by site, supplier, bandwidth, price, term, SLA, utilization and renewal date
- Identify duplicate, idle, oversized or commercially uncompetitive circuits based on business criticality, peak utilization and resilience requirements
- Drive supplier rationalization, demand aggregation, capacity optimization, market benchmarking, price negotiation, contract alignment and exit arrangements while managing supplier concentration risk
4) Cloud Transformation and Multi-Cloud Governance
- Provide technical governance and operational acceptance for the AWS and Azure to Tencent Cloud migration, including assessment, Landing Zone, migration waves, testing, cutover, rollback, stabilization and knowledge transfer
- Develop a roadmap for migrating or modernizing appropriate Mainland China and overseas on-premises infrastructure, working with application teams on migrate, modernize, retain, consolidate or retire decisions
- Establish consistent governance across Tencent Cloud, AWS, Azure and other approved platforms, including IAM, networking, logging, backup, DR, tagging, configuration, access and security baselines
- Implement FinOps practices for budget control, cost allocation, resource optimization, idle-resource management, forecasting and continuous savings
5) Service Reliability, Risk and Major Incidents
- Manage cloud providers, carriers, system integrators and managed service providers across SOW, SLA, delivery, risk, cost and exit arrangements
- Lead or support budgeting, RFI/RFQ/RFP, technical evaluation, solution comparison, commercial negotiation, award recommendation and service acceptance
- Maintain architecture diagrams, SOPs, configuration standards, asset and contract registers, operational reports, management dashboards and audit evidence
- Own the stability, availability, performance and recoverability of infrastructure and cloud services
- Act as the senior technical escalation point for major network, server, cloud, backup and related infrastructure incidents
- Establish Major Incident Management, Root Cause Analysis, Problem Management, Change Management and corrective-action closure
- Maintain the infrastructure risk register and regularly test backup restoration, disaster recovery, capacity and single-point-of-failure controls
Requirements
- Bachelor’s degree or above in Computer Science, Information Technology, Engineering or a related discipline
- 10+ years’ enterprise infrastructure, cloud or network experience, including at least 5 years in team or technical management role
- Experience in NOC, monitoring and automation, cloud migration, multi-cloud governance, global networking or SD-WAN migration
- ITIL, PMP/PRINCE2, cloud, network or FinOps certifications are preferred
- Working knowledge of ITIL Incident, Problem, Change, Capacity and Service Level Management
- Experience in multi-region, multi-site or global infrastructure operations and governance
- Experience in supplier and outsourced-team management, budgeting, contracts, procurement and network cost optimization
- Experience with tendering and procurement processes, including RFP/RFQ preparation, technical evaluation, and solution comparison
- Strong communication skills, with the ability to engage effectively with both technical and non-technical stakeholders at all levels
- Willingness to participate in on-call or out-of-hours response for major incidents when required
- Excellent written and spoken English and Chinese (Cantonese and Putonghua)
