Job summary

Dah Chong Hong, Ltd (DCH Group) is seeking a Manager for Infrastructure & Cloud to lead the global IT infrastructure team and drive multi-cloud governance across Hong Kong, China and overseas. You will own architecture planning, service management, supplier relations and incident readiness.

You will collaborate with Security, Operations, Applications, Enterprise Architecture, BU IT, Procurement and Finance to enable a cost-effective technology foundation for digital transformation and business

Qualifications

• Bachelor degree or above in Computer Science, IT, Engineering or related field.
• 10+ years’ enterprise infrastructure, cloud or network experience.
• 5+ years in team or technical management role.
• Experience in NOC, monitoring and automation, cloud migration, multi-cloud governance, global networking or SD-WAN migration.
• ITIL, PMP/PRINCE2, cloud, network or FinOps certifications are preferred.
• Strong written and spoken English and Chinese (Cantonese and Putonghua).
• Experience with supplier and outsourced-team management, budgeting and contracts.

Responsibilities

• Lead Infrastructure and Cloud team, plan resources, provide technical direction and coordinate across regions.
• Develop global infrastructure, cloud and network architectures and governance models.
• Establish asset, configuration, capacity, performance, lifecycle management and debt controls.
• Coordinate operations across HK, Mainland China and overseas with clear accountability.
• Provide advice for major projects, technology selection and architecture reviews.
• Build and improve the NOC operating model, define service scope and escalation.
• Implement unified monitoring across servers, cloud resources, networks and storage.
• Apply event correlation, anomaly detection, automated diagnostics and remediation.
• Reduce 24x7 staffing needs through automation while maintaining incident readiness.
• Establish KPIs for monitoring coverage, MTTA/MTTR and availability.
• Manage WAN, SD-WAN, data center networks, cloud connectivity and branch networks.
• Lead migration to cloud-delivered SD-WAN and consolidations.
• Maintain contract inventories and optimize circuits and cost.
• Drive supplier rationalization and negotiate contracts with suppliers.
• Govern cloud migrations across Tencent, AWS, Azure and other platforms.
• Implement FinOps budgeting, cost allocation and forecasting.
• Own stability, availability, performance and recoverability of infrastructure.
