Job summary

The Hong Kong Examinations and Assessment Authority (HKEAA) invites applications for an IT leadership role overseeing a team of professionals and vendors to deliver the Territory-wide System Assessment (TSA) IT solution. You will supervise development, implementation, maintenance and QA across the project lifecycle.

Qualifications

• Bachelor’s degree in IT, CS, SE or related fields.
• 8+ years in large-scale applications development, with 3+ years in a managerial role.
• Proven track record in full-cycle software development and project management.
• Technical proficiency in Alibaba Cloud infrastructure and architecture, Java/JavaScript, Mobile Development and Oracle Database technologies.
• Familiarity with PMP, Agile/Scrum, PRINCE2 methodologies, Kubernetes, OWASP and ISO standards (ISO20000/27001/9000).
• Knowledge of Government IT security policies and cybersecurity guidelines preferred.
• Experience in educational system development and AI/data analytics is an advantage.
• Strong analytical, communication and interpersonal skills.

Responsibilities

• Lead a team of IT professionals and vendors/contractors for development, deployment, maintenance and QA of the new IT system for TSA.
• Manage development project activities and design application systems.
• Review development methodology and identify opportunities for system/service improvement.
• Enforce information security measures and manage changes of new IT solutions.
• Coordinate with stakeholders to meet corporate IT needs.
