Job summary

The Hong Kong Examinations and Assessment Authority is inviting applications for the post of Manager – Information Technology (Application Development). The appointee will lead a team of IT professionals and vendors to deliver, maintain and assure the quality of the TSA-related IT system, ensuring alignment with corporate needs.

Qualifications

• Bachelor's degree in IT/CS/Software Eng or related disciplines.
• 8+ years in large-scale applications development, with 3+ years in management.
• Proven track record in full-cycle software development and project/vendor management.
• Tech proficiency in Alibaba Cloud, Java/JavaScript, Mobile development and Oracle DB.
• Familiar with PMP, Agile/Scrum, PRINCE2, Kubernetes, OWASP and ISO standards (ISO20000/27001/9000).
• Knowledge of Government IT security policies and cybersecurity guidelines.
• Experience in educational system development and AI/data analytics an advantage.
• Self-initiated, innovative with strong analytical and communication skills.
• Willing to work irregular hours; strong bilingual Chinese/English communication.

Manager – Information Technology (Application Development) (Ref: IT/08/337)

The Hong Kong Examinations and Assessment Authority (HKEAA) is an independent and not-forprofit statutory body which administers public examinations in Hong Kong. Our scope of responsibility extends to administering over 200 international and professional examinations. We are looking for talented people to join hands with the HKEAA family in contributing to the provision of valid, reliable and equitable examinations and a range of assessment services to meet the educational and societal needs of the community. Applications are now invited for the following post:

Manager – Information Technology (Application Development) (Ref: IT/08/337)

Duties: The appointee is responsible for leading a team of IT professionals and vendors/contractors for the development, implementation, maintenance and quality assurance of the new IT system to support Territory-wide System Assessment (TSA). Duties will include managing development project activities; designing application systems; reviewing application development methodology; identifying opportunities for system/service improvement; enforcing information security measures and managing the change of new IT solutions to meet corporate needs.

• (a) Bachelor's degree in Information Technology, Computer Science, Software Engineering or related disciplines;


• (b) At least 8 years' post-qualification work experience in sizable applications development, with at least 3 years' in a managerial level;


• (c) Proven track record in full-cycle software development and project management, vendor management;


• (d) Technical proficiency in Alibaba Cloud infrastructure and architecture, Java/Java Script, Mobile Development and Oracle Database technologies;


• (e) Familiarity with PMP, Agile/Scrum, PRINCE2 methodologies, Kubernetes, OWASP and ISO standards including ISO20000, ISO27001 and ISO9000;


• (f) Knowledge in Government IT security policies, cybersecurity guidelines and requirements preferrable;


• (g) Experience in educational system development, delivering business solutions leveraging AI technologies, data analytics and intelligence tools would be an advantage;


• (h) Self-initiated, innovative with strong analytical, communication and interpersonal skills;


• (i) Highly meticulous and able to work at non-office and irregular hours when required; and


• (j) Good oral and written communication skills in both Chinese and English.

Employment Terms: The remuneration package will be commensurate with qualifications and experience. Appointment will be on a fixed-term contract with contract-end-gratuity, MPF benefits, medical and dental care. Future employment may be offered on renewable contracts subject to performance and staffing needs.
