Job summary

The Education University of Hong Kong is seeking an experienced IT Manager for Finance & HR systems to lead the Finance & HR IT team, drive system design, and ensure reliable services across the university's core administration.

You will oversee development with Java/J2EE, Spring Boot on JBOSS, front-end Vue/React, and CI/CD pipelines; mentor staff; manage vendors; and align IT delivery with institutional priorities.

Qualifications

• Bachelor's degree in CS/IT or related, with 8+ years' post-qualification experience.
• Proven team leadership including mentoring and coordinating work.
• Solid experience in web app development with backend Java/J2EE, Spring Boot on JBOSS, SQL/PLSQL; frontend VueJS/ReactJS/jQuery/HTML5.
• CI/CD experience with Jenkins; Docker a plus.
• Proficiency in English and Chinese; strong problem-solving skills.

IT Manager (Finance & Human Resources) (performing as Systems Analyst)

The Office of the Chief Information Officer (https://www.eduhk.hk/ocio) provides essential IT services supporting the University's teaching, learning, research and administrative activities with a strong emphasis on staff development and professional growth.

We are seeking an experienced and forward-thinking IT Manager to join our Finance & Human Resources Team.

Key Responsibilities

• leading a team of technical staff, providing direction, coaching, workload planning, and performance management to ensure high-quality service delivery
• user requirements gathering, system design, development, testing and documentation
• vendor management
• maintenance of the central information systems, mainly finance, HR and student affairs related

Qualifications

• A recognized Bachelor's Degree or above in Computer Science, Information Technology, or related disciplines, with preferably 8 years of relevant full-time post-qualification work experience gained in a sizeable IT environment;
• Proven team leadership experience, including mentoring staff, coordinating work assignments, and ensuring effective team performance;
• Solid experience and knowledge in web application development with backend technology (including Java/J2EE, Spring Boot running on JBOSS EAP, SQL, PL/SQL), frontend technology (including VueJS, ReactJS, jQuery, Ajax, HTML5) and responsive UI tools and JavaScript library (including Google Material Design, Bootstrap);
• Solid experience and knowledge in application development including hands-on experience with application servers (such as TOMCAT and JBOSS), continuous integration and deployment (CI/CD) practices, and tools like Jenkins. Experience in Docker will be an advantage;
• Experience in using AI and/or agentic AI for process automation would be a strong plus;
• Prior experience in Oracle RDBMS & ERP applications (finance & HRMS) will be an advantage;
• Proficiency in English and Chinese;
• Ability to handle multiple tasks simultaneously, and work proactively and independently;
• Good problem-solving, analytical and interpersonal skills, and be a good team player.

Salary will be commensurate with qualifications and experience.

Initial appointment will be made on a fixed-term contract. Fringe benefits include the University's Voluntary Contributions to MPF Scheme or a contract-end lump sum payment (totaling up to 10% of the basic salary), leave, medical and dental benefits. The appointee will hold a substantive rank of Computer Officer in the University.
