Job summary

Fubon Bank (Hong Kong) is seeking a senior leader to head its Network Infrastructure team. You will ensure stability, security, and performance across LAN/WAN, Wi‑Fi, VPN, cloud connectivity, and firewalls, while guiding architecture, capacity planning, and technology refresh.

You will drive IT service management, incident response, access governance, and collaboration with Security and business teams. A banking background and relevant certifications are highly valued.

Qualifications

• Minimum 15 years in IT Infrastructure with 5+ years in leadership.
• Experience in enterprise network infra: LAN, WAN, Wi-Fi, Internet, VPN, cloud connectivity.
• Strong ITSM experience: Helpdesk, Deskside, Incident/Problem/Change Management.
• Hands-on IAM and authentication technologies, access governance controls.
• Banking/financial services experience preferred.
• Professional certifications (CCNP/CCIE, CISSP, CISM, Azure/AWS/GCP).

Responsibilities

• Lead and manage Network Infrastructure team ensuring stability, security, availability and performance of network services.
• Oversee operation and maintenance of LAN, WAN, Wi‑Fi, Internet, VPN, cloud connectivity, firewalls, and related security solutions.
• Develop network architecture, capacity planning, technology refresh, and infrastructure improvement initiatives.
• Ensure monitoring, incident management, RCA, and minimal service disruptions.
• Lead IT Helpdesk and Deskside Support to deliver timely and high-quality tech support.
• Establish SLAs/KPIs and drive continuous service improvement.
• Oversee identity management and access provisioning per security/compliance.
• Collaborate with Security teams to strengthen network security and governance.
• Manage vendor relationships, contracts, service reviews, and SLA governance.
• Support DR/BC planning and infrastructure resilience initiatives.
• Lead budget, resource planning, procurement, and technology investments.

Job description

• Lead and manage the Bank's Network Infrastructure team, ensuring the stability, security, availability, and performance of network services.
• Oversee the operation and maintenance of network infrastructure, including LAN, WAN, Wi-Fi, Internet, VPN, cloud connectivity, firewalls, and related network security solutions.
• Develop and implement network architecture, capacity planning, technology refresh, and infrastructure improvement initiatives.
• Ensure effective network monitoring, incident management, problem resolution, and root cause analysis to minimize service disruptions.
• Lead the IT Helpdesk and Deskside Support functions to provide timely and high-quality technical support services to business users.
• Establish and monitor service levels, KPIs, and operational metrics to drive service excellence and continuous improvement.
• Oversee user account administration, identity management, and access provisioning processes in accordance with security and compliance requirements.
• Ensure proper implementation of access control policies, periodic access reviews, segregation of duties, and audit requirements.
• Collaborate with Information Security teams to strengthen network security, identity governance, and cybersecurity controls.
• Manage IT incidents, service requests, changes, and operational support processes in accordance with IT service management best practices.
• Support disaster recovery, business continuity planning, and infrastructure resilience initiatives.
• Lead vendor management activities, including contract management, service reviews, performance monitoring, and SLA compliance.
• Manage departmental budgets, resource planning, procurement activities, and technology investments.
• Lead, coach, and develop team members, fostering a high-performance, customer-focused, and service-oriented culture.
• Work closely with Infrastructure, Security, Application, and Business teams to support project delivery, technology transformation, and operational initiatives.
• Ensure compliance with the Bank's policies, regulatory requirements, audit recommendations, and technology governance standards. Bachelor's degree in Information Technology, Computer Science, Engineering, Information Systems, or a related discipline.

Qualification:

• Minimum 15 years of experience in IT Infrastructure, with at least 5 years in a managerial or team leadership role.
• Proven experience in managing enterprise network infrastructure, including LAN, WAN, Wi-Fi, Internet, VPN, network security, and cloud connectivity.
• Strong experience in IT Service Management, including Helpdesk, Deskside Support, Incident Management, Problem Management, and Change Management.
• Hands-on experience in Identity & Access Management (IAM), user access administration, authentication technologies, and access governance controls.
• Strong understanding of network security, cybersecurity controls, access management, and regulatory compliance requirements within a banking or financial services environment.
• Experience in disaster recovery planning, business continuity management, and infrastructure resilience initiatives.
• Proven track record in vendor management, contract negotiation, service performance management, and SLA governance.
• Experience in budgeting, resource planning, capacity management, and technology lifecycle management.
• Familiarity with ITIL service management practices and IT governance frameworks.
• Strong leadership, stakeholder management, communication, and people management skills.
• Ability to lead operational excellence initiatives and drive continuous service improvement.
• Experience in the banking or financial services industry is preferred.
