Job summary

Madison Pearl is seeking a strategist to lead the Project Controls and related Project Portfolio Management functions at enterprise level in Hong Kong. You will standardize processes across the portfolio, build a Project Controls team, enforce schedules, costs, quality, risk and safety controls, and deliver transparent reporting.

A generous relocation package is offered for eligible candidates. This senior role requires a proven track record in large-scale project delivery and leadership.

Qualifications

• 20+ years relevant experience in large-scale project environments.
• Experience delivering large-scale projects successfully.
• At least 10 years in Project Controls leadership.
• Bachelor's degree or higher in engineering/technical field.
• Fluent English, both oral and written.

Responsibilities

• Operating at strategic level within the company you will lead the Project Controls and related Project Portfolio Management functions.
• Oversee and manage enterprise level Project Management processes and ensure integration of PM functions to achieve organisational goals.
• Lead the construction and capital works PM processes, driving standardisation and integration across the portfolio and relevant project teams with a particular focus on the collation and consolidation of plans and data.
• Create and manage a Project Controls team to ensure effective implementation of Project Controls management practices including schedules, costs, quality controls, risk management, and safety performance. Design and implement Project Control procedure sin line with the above.
• Design and build Project Controls reporting and communication mechanisms lines and processes and facilitate governance forums driving consistency and transparency of data and reporting.
• Support senior management in preparing comprehensive delivery schedules/strategy for projects, setting out the intended structure and arrangements for the development, construction and implementation phases of projects and ensure that overall delivery risk is minimised, supported by Quantitative Schedule Risk Analyses (QSRAs).
• Establish and adopt robust and efficient forecasting and reporting arrangements including monthly project performance reports to ensure effective provision of management information and team effectiveness.

Requirements:

• 20+ years relevant experience gained in large scale multi-disciplined project implementation environments.


• Demonstrable experience of effective large-scale project delivery


• Substantial experience with Project Controls with at least 10 years in a managerial capacity.


• Bachelor's degree, or higher, in an engineering and/or technical discipline.


• Fluent English, oral and written.
