The Equal Opportunities Commission (EOC) in Hong Kong is seeking a senior leader to support the Chairperson in strategic development, overall administration and management of the Commission's non-investigative and legal functions.
You will map strategic directions, oversee programme planning and performance, lead operations, and foster cross-team collaboration while ensuring governance, risk management and regulatory compliance. Appointment on a three-year term with renewal.
(Monthly Salary of HK$198,720 to HK$217,160)
The Duties
Support and deputise the Chairperson in the strategic development, overall administration and management of the non-investigative/legal functions of the Commission.
Assist the EOC Board and the Chairperson in mapping out the Commission's strategic directions and work priorities, and formulate strategies for promoting the Commission's sustainable growth and development.
Oversee the planning, implementation and performance tracking of programmes and activities, ensure alignment with the Commission's mission and strategic directions, and drive organisational effectiveness
Lead and supervise the operational functions, provide guidance on policies and procedures, build capacity and development of staff at different levels, and foster cross-team collaboration
Build close relationship and communication between the EOC Board and the Office, facilitate consensus-building and decision-making of the Board on the advancement of the EOC's work and the corporate governance of the Commission
Liaise with the Constitutional and Mainland Affairs Bureau on matters relating to the budget, resource allocation, financial performance of the EOC, as well as the research, training and public education initiatives of the Commission
Ensure appropriate governance, risk management, and compliance with legal and regulatory requirements
Deputise the Chairperson in liaising with diverse stakeholders in the promotion of the EOC's work, representing the organisation externally and supporting communications, advocacy and public engagement activities
Undertake any other duties as assigned by the Chairperson
The Person
A recognised university degree; a postgraduate degree is highly preferred
Proven senior leadership experience in non-profit, community or public sector, with a minimum of 12 years of administrative or relevant experience, including at least 5 years in a senior leadership role
Strong strategic planning and execution capabilities, with the ability to translate ideas into impactful results
Excellent command of both spoken and written English and Chinese (including Cantonese and Putonghua)
Strong leadership and people management skills
Good understanding of the anti-discrimination ordinances, discrimination issues and equal opportunity best practices in Hong Kong
Knowledge of Government operations and public sector finance, and experience in financial management, fundraising, partnership development, or stakeholder engagement would be beneficial
Committed to the vision of the EOC and advancing the equal opportunities of the underprivileged and disadvantaged communities

The remuneration package will consist of a basic salary and a cash allowance in accordance with the Commission’s policy.
