Project Nature (T26) Provision of IT support services for departmental portal, eleave system, web application systems, departmental websites, file and print servers, identity management system, security management systems, OA systems and facilities, etc.
Perform IT projects, such as revamp of websites, technology upgrade of IT systems, adoption of AI and other innovative IT solutions, strengthening of security protections, etc.
Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the EEB-FB;
- (a) to be the officer-in-charge for the administration and maintenance of IT systems (e.g. departmental portal, e-leave system, user identity management system, web application systems, departmental and thematic websites, etc);
- (b) to ensure the smooth operation and security of IT systems, diagnosis and resolve problems arising, and apply proactive measures to prevent service interruption;
- (c) to organise and manage IT projects (e.g. website revamp, adoption of AI, technology upgrade of IT systems, SRAA and PIAA, etc), in accordance with government standards and procedures, ensuring the projects are completed on time, within budget, and to the required quality standards;
- (d) to liaise with different parties (e.g. end-users, contractors, DPO and other B/Ds, etc) to develop, maintain and enhance the technical design of IT systems and websites to meet user needs and align with government standards and guidelines;
- (e) to enhance application systems to meet evolving business needs and comply with government regulations and guidelines;
- (f) to prepare technical specifications and acceptance plans for IT-related procurements and provide input for the preparation of technical documents for procuring IT-related services and products;
- (g) to compile returns for IT-related surveys, requirement forecasts and statistics;
- (h) to mobilise and guide the work of junior staff; and
- (i) to perform other duties as assigned by the supervisor.

Requirements
- (a) an IT-related bachelor's degree awarded by a post-secondary institution in Hong Kong, or by an overseas university or a polytechnic;
- (b) Level 2 / Grade E or above in Chinese Language and Level 3 / Grade C or above in English Language (Syllabus B before 2007) in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or overseas equivalent;
- (c) at least seven (7) years post-qualification information technology experience of which at least three (3) years must be in a similar post and in a comparable capacity;
- (d) strong analytical and problem-solving skills;
- (e) effective communication skills, in particular good command of written English;
- (f) skills and experience in administration and maintenance of Active Directory, web application systems, government websites, departmental portal, e-leave system, etc;
- (g) familiar with the use of common office automation solutions, e.g. MS Windows, MS Outlook / CMMP, Adobe Acrobat, video conferencing tools, etc;
- (h) possess very good sense of information security and awareness of threats and risks;
- (i) must be fully compliant with all Technical and Non-Technical requirements stipulated in the request;
- (j) holder of relevant professional qualification(s) is preferred; and
- (k) security vetting is required.
Technical Skills
- . At least 2 years' experience in Microsoft Active Directory Administration (ADA);
- . At least 2 years' experience in System Implementation and Maintenance/Support (SIM);
- . At least 2 years' experience in Website Administration (WEA);
- . 2 years' experience in Web Hosting, Design and Maintenance (WED) is an advantage;
- . 2 years' experience in IT Application Development and Management (ADM) is an advantage;
- . 1 year's experience in Departmental Portal (DPS) is an advantage;
- . 1 year's experience in e-Leave (ELE) is an advantage;
- . 1 year's experience in Endpoint Security Solutions (ESS) is an advantage;
- . 1 year's experience in HTML5 (HT5) is an advantage;
- . 1 year's experience in Internet Firewall Technical Support (IFW) is an advantage;
- . 1 year's experience in IT Security (ITS) is an advantage;
- . 1 year's experience in PC LAN Support (PLS) is an advantage;
- . 1 year's experience in Remote Access Server (RAS) is an advantage;
- . 1 year's experience in Security Risk Assessment and Audit (SAA) is an advantage;
- . 1 year's experience in Server Virtualisation Technology (SVT) is an advantage.
Non-technical Skills
- . At least 3 years' experience in work with the Government (GOV);
- . At least 1 year's experience in managing Government projects (MGP);
- . Good written English is a must;
- . 1 year's experience in IT service/outsourcing management (OUT) is an advantage;
- . 1 year's experience in project management (PRM) is an advantage;
- . 1 year's experience in IT procurement (PRO) is an advantage;
- . 1 year's experience in quality assurance (QAS) is an advantage;
- . 1 year's experience in software testing (STM) is an advantage;
- . 1 year's experience in tender preparation and administration (TPA) is an advantage;
- . 1 year's experience in the management and support of Government systems and services (GSS) is an advantage;
- . 1 year's experience in budgetary control computer maintenance (BCM) is an advantage;
- - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- - At least 7 years' post-qualification experience in which at least 3 years' relevant experience in a similar post and in a comparable capacity.
