Job summary

InfoTech Services (Hong Kong) Limited invites applications for a Contract Senior Systems Analyst to support IT infrastructure upgrades and system enhancements from Sheung Wan, Hong Kong.

The candidate will lead contractor management, analysis, testing, and security reviews, with hands-on work in Oracle, XML, HTML, CSS and Java. Experience in government projects and PMP/PRINCE2 is advantageous. 3-month contract period with potential extensions.

Qualifications

• At least three years post-qualification experience in large-scale application systems.
• At least three years post-qualification project management experience; PMP or PRINCE2 advantageous.
• At least three years post-qualification programming experience in XML, CSS, HTML, Java and Oracle.

Responsibilities

• Coordinate with contractors for testing and acceptance of system upgrades.
• Carry out quality control and project management duties.
• Implement IT security measures and review security documents.
• Provide technical advice on new IT solutions and enhancements.
• Plan and implement IT projects including feasibility studies, systems analysis and design.
• Administer Oracle databases and provide end-user support.
• Provide end-user support.
• On-call duties during weekends and public holidays as required.

Project Nature (T26)

• (a) Provide technical advice and contractor management for IT infrastructure upgrade and system enhancement projects
• (b) Perform feasibility study for IT solutions and application system enhancement and provide technical support
• (c) Perform IT security management and review
• (d) Supervise support staff to perform set-up and testing of new client hardware and software for end users

Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DOJ;

• (a) Coordinate with contractors for application testing and acceptance for system upgrade and enhancement
• (b) Carry out quality control and quality assurance, project management and contractor management duties
• (c) Implement IT security measures, review IT security documents and perform system log management
• (d) Provide technical advice on designing new IT solutions and application system enhancement
• (e) Carry out project planning and implementation of IT projects including feasibility study, systems analysis and design, installation, system nursing and maintenance
• (f) Carry out administration and support for Oracle database
• (g) Provide support to end users
• (h) Perform any other duties (e.g. on-call duty during weekends and public holidays) as may be required from time to time relevant to the implementation and maintenance support of the above and any other systems of the department

Requirements Candidates must possess:

• (a) at least three years of post-qualification system analyst working experience in developing and supporting large-scale application system(s);
• (b) at least three years of post-qualification project management working experience, professional qualification in project management such as PMP or PRINCE 2 must have definite advantage;
• (c) at least three year of post-qualification programming experience in XML, CSS, HTML, Java and Oracle

Technical Skills:

• . At least 4 years' experience in IT Application Development and Management (ADM);
• . At least 3 years' experience in Oracle RDBMS (ODB);
• . At least 3 years' experience in SSADM (SDM);
• . At least 3 years' experience in XML (XML);
• . At least 2 years' experience in Security Risk Assessment and Audit (SAA);
• . At least 2 years' experience in Windows Server 2008/2012 (W12);
• . At least 2 years' experience in Tomcat Application Server (TOM);
• . At least 2 years' experience in Information Security Management (ISM);
• . 3 years' experience in JavaScript Programming (JAP) is an advantage;
• . 3 years' experience in HTML version before HTML5 (HTM) is an advantage;
• . 3 years' experience in Chinese Computing Standards, eg.HKSCS,Big5,Unicode (CCS) is an advantage;
• . 3 years' experience in Website Administration (WEA) is an advantage;
• . 2 years' experience in Windows 7/8/10 (W10) is an advantage;
• . 2 years' experience in PRINCE (PRE) is an advantage;
• . 2 years' experience in Chinese Processing (CHI) is an advantage;
• . 2 years' experience in Apache Web Server (AWS) is an advantage;

• . 1 year's experience in Disaster Recovery Planning (DRP) is an advantage;

Non-technical Skills:

• . At least 4 years' experience in work with the Government (GOV);
• . At least 4 years' experience in the management and support of Government systems and services (GSS);
• . Good spoken English is a must;
• . Good written English is a must;
• . 2 years' experience in IT service/outsourcing management (OUT) is an advantage;
• . 2 years' experience in customer service (CLS) is an advantage;
• . 1 year's experience in conducting IT training/briefing (ITT) is an advantage.

• - At least 6 years' post-qualification experience in which at least 3 years' relevant experience in a similar post and in a comparable capacity.
