Job summary

InfoTech Services (Hong Kong) Limited is seeking a Contract Senior Systems Analyst to manage the infrastructure services for the Hong Kong Public Libraries project, including SLS and NGILS, for the HKPL initiative. The incumbent will lead incident handling, QA, and on-call support, work with cross-functional teams, and adhere to security controls.

Qualifications

• 4+ years' IT project management experience.
• Strong IT operations and server virtualization knowledge.
• Experience with IT security and government projects preferred.
• Fluent in English and Cantonese; Putonghua preferred.

Responsibilities

Project Nature (T26) Manage the infrastructure services for the IT systems under the Hong Kong Public Libraries (HKPL)
Provide technical support for system infrastructure in the project implementation of Smart Library System (SLS) and ongoing maintenance of Next Generation Integrated Library System (NGILS)

Duties

Serve a contract assignment under InfoTech's headcount, full-time second to serve the LCSD;

Assist the team leader in project coordination for HKPL's IT systems (SLS & NGILS) by scheduling deliverables, tracking milestones, and reporting progress to stakeholders regularly

Monitor, analyze, design and specify system and monitoring solutions to ensure performance and availability of servers and applications

Provide expert technical oversight for system integration and ensure robust coordination between the infrastructure and development teams

Carry out quality control and quality assurance activities related to IT security operation, controls and activities for system integrity and availability

Develop and maintain common IT operation workflows including:

• incident handling and escalation
• privilege account management
• security incident handling
• system backup
• change management

Monitor and report on system testing activities including SIT, UAT, SRAA, PIA and load test, etc.

Communicate with different project stakeholders on support, delivery, and escalation matters

Provide hands-on support for troubleshooting, system maintenance, and system administration

Perform on-call technical support and other duties as required

Work irregular hours if necessary

Requirements

• At least 4 years of working experience in project management on IT projects
• At least 4 years of working experience in IT operational management
• At least 4 years of working experience in server virtualization technology
• At least 4 years of working experience in MySQL server
• At least 4 years of working experience in IT security
• At least 1 year of working experience in system implementation and maintenance support is preferred
• At least 1 year of working experience in Linux system administration is preferred
• At least 1 year of working experience in Microsoft Active Directory is preferred
• At least 1 year of working experience in Microsoft Windows server is preferred
• At least 1 year of working experience in Oracle database is preferred
• At least 1 year of working experience in Storage Area Network (SAN) technology is preferred
• At least 1 year of working experience in system backup operation is preferred
• At least 1 year of working experience in management and support of government projects, systems and services is preferred
• At least 1 year of working experience in vendor management
• Solid working experience in system monitoring solutions is preferred
• Strong, independent analytical and problem-solving skills
• Proficient in both spoken and written English and Cantonese, with fluency in Putonghua preferred
• Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• At least 8 years' post-qualification experience in which at least 4 years' relevant experience in a similar post and in a comparable capacity.

Technical Skills

• At least 4 years' experience in IT Security (ITS);
• At least 4 years' experience in MySQL (MSQ);
• At least 4 years' experience in IT Operational Management (OPM);
• At least 4 years' experience in Server Virtualisation Technology (SVT);
• 1 year's experience in Windows Server 2008/2012 (W12) is an advantage;
• 1 year's experience in Storage Area Network (SAN) is an advantage;
• 1 year's experience in System Implementation and Maintenance/Support (SIM) is an advantage;
• 1 year's experience in Oracle RDBMS (ODB) is an advantage;
• 1 year's experience in Linux System Administration (LIN) is an advantage;
• 1 year's experience in Microsoft Active Directory Administration (ADA) is an advantage;
• 1 year's experience in System Backup Operation (BKO) is an advantage.

Non-technical Skills

• At least 4 years' experience in project management (PRM);
