Job summary

InfoTech Services (Hong Kong) Limited is recruiting for a Project Manager to lead a HD-facing contract under the Hong Kong Housing Authority. The role requires supervising a team, delivering application development, and maintaining IT systems within a government project framework.

The ideal candidate has 12+ years in IT with at least 4 years in project management or similar capacity, and experience in e-Form services and e-learning solutions.

Qualifications

• Higher Diploma/Degree in Computer Science or equivalent.

• Solid experience in project management and in system implementation/maintenance.
• Experience supervising teams, engaging users, and managing public sector projects.
• Experience implementing e-Form services and e-learning systems is preferred.

Responsibilities

• Supervise the team to provide application development, support and maintenance for IT systems.
• Lead and manage technical support services for end users.
• Oversee e-Form and e-services initiatives for public use.
• Manage outsourced contracts and monitor service providers' performance.
• Prepare funding papers and procurement documents; monitor budget and expenditure.

Project Nature (T26) Development, maintenance and support of IT application systems in Hong Kong Housing Authority

Duties

• Serve a contract assignment under InfoTech's headcount, full-time second to serve the HD;
• Supervise the team to provide application development, support and maintenance to various IT systems;
• Lead and manage the team to provide technical support services to end users;
• Lead the team to implement electronic submission of forms and e-services initiatives for the public;
• Manage out-sourced contracts and oversee performance of service providers;
• Prepare funding paper, prepare documents for procurement activities; and monitor the budget and expenditure; and
• Perform any other duties as required.

Requirements

• Higher Diploma/Degree holder in Computer Science or equivalent;
• Minimum 12 years of IT working experience with at least 4 years as Project Manager or similar capacity;
• Solid experience in project management;
• Solid experience in system implementation and maintenance;
• Experienced in supervising the team and participating in user engagement;
• Experienced in implementing e-Form services to the public is preferred;
• Experienced in supporting e-Learning system is preferred; and
• Experienced in managing Government projects is preferred.
• Technical Skills:
  • At least 4 years' experience in IT Application Development and Management (ADM);
  • At least 4 years' experience in Electronic Form (EFM);
  • At least 4 years' experience in IT Security (ITS);
  • At least 4 years' experience in System Implementation and Maintenance/Support (SIM);
  • 4 years' experience in PRINCE (PRE) is an advantage.
• Non-technical Skills:
  • At least 4 years' experience in project management (PRM);
  • At least 4 years' experience in work with the Government (GOV);
  • Good written English is an advantage;
  • 4 years' experience in people management (PMG) is an advantage;
  • 4 years' experience in IT procurement (PRO) is an advantage;
  • 4 years' experience in quality management (QMT) is an advantage;
  • 4 years' experience in IT Service Management (SMG) is an advantage;
  • 4 years' experience in vendor management (VMG) is an advantage.
• Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• At least 12 years' post-qualification experience in which at least 4 years' relevant experience in a similar post and in a comparable capacity.
