Job summary

InfoTech Services (Hong Kong) Limited seeks an experienced IT project leader to supervise network infrastructure, ICT security systems, and GOA/DEVB related platforms. The role emphasizes end-to-end project management across multiple ICT initiatives within a government environment.

You will plan feasibility studies, systems design, procurement, and implementation, while providing technical consultancy on operating systems, data communication, and databases.

Qualifications

• Bachelors degree or higher in CS/IT or equivalent.
• 18+ years post-qualification experience; 10+ years in a similar post.
• Solid PM, network infra and system support background.
• Experience with government tendering/procurement is an advantage.
• Strong written English is an advantage.

Responsibilities

• Plan and control all phases of computer projects including feasibility study, systems analysis and design, procurement and installation of computer systems, implementation, system nursing and maintenance.
• Provide technical consultancy on operating systems, data communication and databases.
• Supervise a team maintaining Government Office Automation, Active Directory, Department Portal, network infrastructure and security equipment in DEVB.
• Ensure 7x24 availability of network services and respond to security incidents.
• Coordinate with Bureaux/Departments, CSI support team, CCGO Programme Office and GNET support team for ongoing ICT projects.

Project Nature (T26) Supervise a team of IT professionals to maintain and support the network infrastructure, Information and Communications Technology (ICT) security systems, GOA systems and perform project management on various ICT projects.

Duties -

• - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DEVB;
• - To plan and control all phases of computer projects including feasibility study, systems analysis and design, procurement and installation of computer systems, implementation, system nursing and maintenance;
• - To provide technical consultancy services on operating system, data communication and database;
• - To evaluate and select appropriate computer products for the development and maintenance of computer systems;
• - To supervise a team in maintaining and supporting the Government Office Automation systems, Active Directory system, Department Portal system, network infrastructure and security equipment in DEVB;
• - To ensure 7 x 24 availability of the network services and provide ad-hoc response, investigation and support to security incidents;
• - To manage and co-ordinate with various Bureaux and Departments, CSI support team, CCGO Programme Office and GNET support team for on-going operations and ICT projects;
• - To perform project management of outsourced ICT projects;
• - To participate in the funding application, tendering and procurement in various ICT projects; and
• - To prioritize and assign tasks to subordinates, provide guidance and oversee their performance.

Requirements -

• - Solid experience in project management, network infrastructure and system support;
• - Well-versed in H3C network routers and switches configuration;
• - Solid experience in government tendering / procurement procedures and security policy is an advantage;
• - Sound knowledge in Government IT standards, guidelines and requirements; and
• - Solid experience in team management

Technical Skills:

• . At least 10 years' experience in Microsoft Active Directory Administration (ADA);
• . At least 10 years' experience in Information Security Management (ISM);
• . At least 10 years' experience in Metro Ethernet (MET);
• . At least 10 years' experience in Network & System Management (NSM);
• . At least 6 years' experience in Server Virtualisation Technology (SVT).

Non-technical Skills:

• . At least 10 years' experience in work with the Government (GOV);
• . At least 10 years' experience in Government procurement/disposal procedures (GPD);
• . At least 10 years' experience in the management and support of Government systems and services (GSS);
• . At least 10 years' experience in managing Government projects (IEG);
• . At least 10 years' experience in project management (PRM);

Good written English is an advantage.

• - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• - At least 18 years' post-qualification experience in which at least 10 years' relevant experience in a similar post and in a comparable capacity.
