Job summary

InfoTech Services (Hong Kong) Limited is hiring a Contract Systems Analyst to support multiple government IT projects in Admiralty, Hong Kong. You will manage contracts, coordinate with contractors, and oversee system implementation, maintenance and procurement activities.

The role requires extensive experience in SIM, .NET development and MSSQL, with a strong focus on contract administration and user liaison.

Qualifications

• Solid experience in project management, contract administration and user liaison.
• Well-versed in collecting user requirements, system analysis and design, systems development and maintenance.
• Hands-on experience in system maintenance and support of an application system with around 1,000 users.
• Hands-on experience in web programming and .NET development; and
• Experience in government tendering procedures is preferred.
• Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent.
• At least 9 years' post-qualification experience with 7 years in a similar post and comparable capacity.

Responsibilities

• Serve a contract assignment under InfoTech's headcount, full-time second to serve the DEVB.
• Participate in all IT project phases including procurement of services, systems analysis and design, procurement and installation, development, testing, production rollout, system nursing and maintenance.
• Provide system maintenance support and manage enhancement works for application systems.
• Coordinate with contractors and monitor their performance to deliver the project and prepare deliverables.
• Provide technical advice on problems, assist in impact understanding and propose remedial actions.
• Involve in requirements collection and clarification, bridging communications between end users, development team and contractors.
• Assist in preparing test plans and guide users in UAT.
• Perform quality assurance on contractor's deliverables.
• Oversee and monitor progress of project activities.
• Manage and coordinate contractor activities and monitor performance.
• Perform other system maintenance and supporting tasks as assigned; carry out project management duties as designated by the project manager.
• Conduct IT procurement including preparing specifications and evaluation.
• Perform any other IT related tasks as assigned.
• Overtime work outside office hours occasionally.

Project Nature (T26) The post mainly participates in supporting a consultant performance information system, an inventory record system, a construction site safety system and some other application systems and managing projects.

Duties

• Serve a contract assignment under InfoTech's headcount, full-time second to serve the DEVB;
• To take part in all phases of the IT project including procurement of services, systems analysis and design, procurement and installation of computer systems, development, testing, production rollout, system nursing and maintenance;
• To provide system maintenance support, manage enhancement works for application systems;
• To coordinate with contractors and monitor their performance to deliver the project and prepare deliverables;
• To provide technical advices on problems, assist the understanding of impacts, and propose remedial actions to ensure minimal impact on the stakeholders and application system;
• To involve in requirements collection and clarification, and bridge the communications among end users, development team and contractors;
• To assist in preparing test plans and assist users to conduct user acceptance test;
• To perform quality assurance on contractor&;#8217;s deliverables;
• To oversee and monitor the progress of various project activities;
• To manage and coordinate contractor activities and monitor their performance;
• To perform any other system maintenance and supporting tasks as assigned;
• To carry out project management duties as designated by the project manager;
• To conduct IT procurement including preparing specifications and evaluation;
• To conduct any other IT related tasks as assigned; and
• To perform over-time work outside office hours or on Saturdays, Sundays and public holidays occasionally.

Requirements

• Solid experience in project management, contract administration and user liaison;
• Well-versed in collecting of user requirements, system analysis and design, systems development and maintenance;
• Solid hands-on experience in system maintenance and support of application system with around 1,000 users;
• Hands-on experience in web programming and .Net development; and
• Experience in government tendering procedure is preferred.
• Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• At least 9 years' post-qualification experience in which at least 7 years' relevant experience in a similar post and in a comparable capacity.

Technical Skills
