Job summary

Baidu, Inc. in Hong Kong seeks a Government Liaison for autonomous driving programs. You will liaise with regulators, District Councils and industry legislators to secure testing qualifications and licenses, ensuring alignment with local rules.

You will build partnerships with taxi fleets and transport hubs, develop pilot projects, and craft proposals for area-wide deployment while coordinating with internal teams to drive rollout and commercialization.

Qualifications

• Bachelor’s degree or above.
• Fluency in Cantonese, Mandarin and English for negotiations and drafting official documents.
• Full-time experience in business development or government affairs at major Internet/tech/mobility firms; HK experience preferred.
• Understanding of HK transport regulatory policies and familiarity with government/corporate procedures.
• Excellent skills in negotiation, cross-department coordination and project execution.

Responsibilities

Job description

• Government and Regulatory Liaison: Liaise with Hong Kong transport regulators, District Councils, and industry-affiliated legislators; manage ongoing applications for autonomous driving testing qualifications and commercial operation licenses; ensure alignment with local traffic regulations and innovation/technology support policies; and establish stable communication channels between the company and government bodies.
• Local Ecosystem Development: Develop partnerships with local entities such as taxi fleet operators and transport hubs; implement flagship projects for autonomous driving operations and driverless shuttle services; and formulate commercial cooperation proposals as well as plans for area-wide expansion and deployment.
• Local Market Operations: Demonstrate familiarity with Hong Kong business practices and industry communication norms; monitor policy updates and competitor progress regarding autonomous driving; devise localized business strategies; and coordinate with internal fleet, operations, and technical teams to drive project implementation.
• Resource and Relationship Management: Cultivate and maintain a network of contacts within the Hong Kong government, transport sector, and innovation/technology industries; oversee project negotiations and the advancement of cooperation agreements; and provide regular business progress updates to the Group.

Qualifications

• Bachelor’s degree or above.
• Proficiency in Cantonese, Mandarin, and English; capable of independently conducting business negotiations and drafting official documents in all three languages.
• Full-time work experience in business development, government/enterprise relations, or government affairs at major Internet, technology, or mobility companies; experience in the Hong Kong business sector is preferred.
• Understanding of Hong Kong’s regulatory policies regarding transportation and innovation/technology; familiarity with administrative procedures involving government and corporate entities, as well as local business and networking dynamics; experience liaising with the Transport Department or the taxi industry is preferred.
• Excellent skills in business negotiation, cross-departmental coordination, and project execution.
