Job summary

CCB International (Holdings) Limited in Hong Kong is seeking an Assistant Vice President for Expenditure Management and Central Procurement to lead budgeting, procurement policy and supplier relations.

You will drive end-to-end sourcing, spend analysis, contract negotiations and governance to deliver cost savings and regulatory compliance across the organization.

Qualifications

• Bachelor’s degree (or above) in Accounting, Finance or related disciplines.
• 3–5 years' relevant experience in financial institutions.
• Excellent execution, teamwork, and problem-solving skills.
• Strong communication, analytical abilities and Chinese writing.
• Good command in spoken and written Chinese (Mandarin) and English.

Responsibilities

• Prepare the annual procurement budget and perform budget control.
• Maintain and optimize procurement procedures complying with internal policies and external regulations.
• Lead end-to-end sourcing, supplier evaluation and selection.
• Negotiate contracts and commercial terms to achieve value.
• Utilize data sources to perform spend analysis, identify trends and support decision making.
• Monitor supplier compliance with contractual obligations and SLAs.
• Handle routine administration duties for internal procurement committee.
• Assist in establishing, updating, and implementing financial policies and internal control procedures.
• Assist expenditure management and general ledger control.
• Participate in system development, enhancements and automation projects.
• Prepare reports on procurement status, expense analysis, policy compliance, and cost control to head office/top management.
