Job summary

HTK is seeking an experienced finance-focused role to manage ICT project budgets, cost control, and bid strategies. You will oversee budget submissions, funding allocations, and contractor settlements to drive efficient project delivery.

The candidate will deliver financial insights, optimize costs, and ensure compliance with policies while coordinating with stakeholders across invoices, payments and procurement for multiple projects.

Qualifications

• Higher Diploma or Bachelor’s degree in Electronic/Computer Network/Telecommunications Engineering/Project Management or related field.
• Minimum of 8 years experience in ICT project, network engineering, budget or project cost control.
• Professional certificate in Project Management (PMP) is an advantage.
• Strong knowledge of ICT projects, budgeting, cost management, and financial analysis.
• Proficiency in project management software (MS PowerPoint, Excel, VBA).

Responsibilities

• Manage project budget from business case submission, budget control, order handling and contractor cost settlement;
• Develop and manage the ongoing bid strategy, analyzing results to ensure alignment with business objectives;
• Assist the Management to manage the project budget and ensure optimal fund allocation;
• Provide financial insights to optimize costs and improve operational efficiency;
• Manage contractors and structural consultancy providers to meet our project milestones;
• Handle conflict and resolve disputes with project teams;
• Monitor expenses, analyze budget performance, and implement necessary adjustments;
• Prepare executive reports to support management in making financial decision for project bidding;
• Ensure compliance with company policies and audit requirements;
• Coordinate with stakeholders to handle invoice issuance, payments, procurement and acceptance of projects.

To Succeed in the Role
