Job summary

Liberty Mutual Insurance in Hong Kong is recruiting for a Technical Underwriting Training & Development Manager to shape the APAC capability strategy and build scalable learning pathways across underwriting and related functions. Qualifications

• Significant experience in insurance/underwriting or related functions with learning, capability development or instructional design.
• Practical underwriting knowledge across commercial and retail lines.
• Proven experience building competency frameworks and certification programs.
• Experience designing blended learning solutions and measuring learning impact linked to business outcomes.
• Strong stakeholder management with senior underwriting leaders, HR, and IBUs.
• Tertiary qualification in education, business, insurance, or HR.
• Certificate IV in Training & Assessment or equivalent desirable.

Responsibilities

• Define the APAC underwriting capability strategy and a multi-year learning roadmap aligned to the Underwriting Excellence priorities and underwriting objectives.
• Translate strategic priorities into training targets, curriculum plans and resourcing requirements for the underwriting teams.
• Design and maintain role-based competency frameworks that align with global and local frameworks.
• Implement assessment standards and quality assurance for certifications.
• Lead design and delivery of blended learning (e-learning, virtual/classroom workshops, case-based learning, on-the-job assessments, recorded masterclasses).
• Own content for "UW essentials" (appetite, delegated authority, systems basics, governance) and technical modules by product line.
• Partner with Product Heads and relevant IBUs to produce role-relevant training for system releases, new product rollouts and governance changes.
• Oversee LMS strategy and administration for APAC underwriting: course management, enrollments, assessments, certification tracking and compliance reporting.
• Define and deliver learning analytics and impact measurement - link training outcomes to business KPIs.
• Design and run onboarding pathways and accelerated programs for new underwriters, graduates and school-leavers.
• Develop mentoring, coaching and career pathways to improve retention and succession for key underwriting roles in collaboration with HR and relevant IBUs.
• Create manager toolkits and reinforce on-the-job practice to ensure learning is applied.
• Lead the training and adoption element of system, product and governance change programs; work with Change Management and Technology leads to ensure readiness.
• Manage a prioritised training release calendar aligned to the underwriting priorities and in collaboration with HR and the UWLC.
• Act as the primary learning partner to CUOs, Product Heads, Portfolio and Segment Managers and HR; convene learning working groups and gain sponsorship.
• Maintain the training governance process, budget oversight and supplier/vendor relationships for external learning partners.
• Lead a regional training team (instructional designers, LMS admin, trainers/subject-matter experts) and coordinate embedded trainers or SME contributors in markets.
• Drive continuous improvement of the training function through feedback, evaluation and quality assurance.
• Learning strategist: builds practical, measurable learning approaches that enable behaviour change.
• Credible technical communicator: translate underwriting concepts into applied learning.
• Data-driven: uses analytics to measure impact and prioritise interventions.
• Collaborative: works across markets, functions and levels.
