HMNB Devonport, Plymouth, PL2 2BG

Job Summary

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

Devonport Naval Base is the nerve centre for the Royal Navy in the South-West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Its mission is to meet the support and operating requirements for the Naval Service and UK’s allies, from the South-West, reaching worldwide.

This opportunity in the Naval Base Emergency Planning Team works closely with our Industrial Partners to ensure the emergency arrangements for the Devonport Site are maintained and enhanced directly supporting the site’s compliance with nuclear Authorisation/Licence allowing us to deliver our primary function to maintain nuclear powered submarines.

Within this role you will be part of a diverse team working alongside Naval Base departments, and industry partner’s Emergency Planning Group to provide a complete emergency planning and response function for the Devonport Site.

This position is advertised at 37 hours per week.

Job Description

The Devonport site is a strategic Defence asset as an Operating and Support Base for the Royal Navy and Royal Marines, delivering and enabling a range of direct and indirect support services for the Naval Service. Comprising HMS DRAKE, significant industrial facilities and a range of military and non-military lodger units of which, Defence Equipment & Support, Submarine Delivery Agency, Fleet Operational Standards & Training are the most substantial. It is supported by a number of key Industry Partners including Babcock, Mitie and Serco. The Devonport site is characterised as a Base, Barracks, Port & Dockyard.

The Naval Base Commander Devonport is responsible for providing a World Class, Secure, Safe, Integrated Operating and Support Base for the Royal Navy; his mission is supporting the Royal Navy Worldwide from Devonport. A key part of this responsibility is the support to the submarine programme and the provision of the Nuclear facilities which are regulated by the Defence Nuclear Safety Regulator (DNSR) under DSA02-DNSR Safety Regulations to achieve Nuclear Authorisation.

The purpose of the Emergency Planning & Response Officer 3 (EPR3) post is to develop emergency response plans for the Naval Base and lead on ensuring facilities and equipment that support the site emergency arrangements are maintained and available.

Person specification

The EPR3 Is Responsible For

As a Suitably Qualified and Experienced Person (SQEP) Intelligent Customer (IC) for conducting assessment, audit and review of activities and processes carried out by Devonport Royal dockyard Ltd (DRDL) in accordance with the requirements of the Future Maritime Support (FMSP) contract in support of the site Nuclear Accident Emergency Arrangements (NAEA). Providing assurance to the NAEA Facility Operator that these adequately support the NAEA.

As the SQEP Intelligent Customer for the service provided by DRDL for the operation and maintenance of fixed radiation monitoring systems in direct support of NAEA and Authorisation Condition 11 (AC11).

As the SQEP Operations Manager for the fixed monitoring systems in direct support of AC 11 and the NAEA. (specifically the installed radiation monitoring systems). Providing assurance to the NAEA Facility Operator that these systems remain fit for purpose.

As the Devonport SQEP IC lead/site service provider focal point and lead for the Radiation Response Emergency Management System (RREMS). Providing assurance to the NAEA Facility Operator that the system continuously supports the site NAEA and AC 11.

As SQEP IC for scrutinising Site Clearance Certificates and controlling the release and acceptance of, or agree concessions on maintenance, for equipment that directly supports the NAEA, gaining assurance from Maintenance and Design Managers that equipment, systems and supporting facilities remain fit for purpose.

Interfacing with Design Authority (DA) (NSSM) and sponsoring the Design Substantiation Reports in direct support of the Nuclear Accident Emergency Arrangements and statute. Emergency Planning & Response (EP&R) engineering representative at the Nuclear Engineering Safety Committee in direct support of AC11.

As Operations Manager for the Service Provision Agreements directly supporting compliance with AC11.

Supporting the planning and delivery of nuclear emergency exercises on the Devonport Site, demonstrating the adequacy of the NAEA iaw Radiation (Emergency Preparedness and Public Information) Regulations and in direct support of AC 11.

As the Nuclear Safety Assurance Emergency Planning and Response lead for the management of identified improvements to facilities in direct support of NAEA, including those improvements identified as part of a Periodic Review of Safety OR as a result of actions identified from the site exercises and Facility Operator Annual Review.

As a duty Nuclear Emergency Response Organisation member. Maintaining SQEP, participating in exercises, drills, training and directly supporting AC 11 and the NAEA.

As Line manager for 1 x EO Development post iaw MOD policy and the Line Manager’s Deal.

Forming part of the HM Naval Base Devonport Independent Nuclear Oversight (INO) function as described in Nuclear Safety Assurance (NSA) 600 Desk Instruction 01 - INO Operating Methodology.

As investigating officer for site events that fall within area of responsibility, following the Nuclear Site Event Report process and attending the Site Event Reporting Committee representing the NAEA Facility Operator.

Conducting nuclear and non-nuclear audits iaw the Devonport Integrated Audit Plan.

Acting as Deputy Information Technology Security Officer (ITSO) for Nuclear Safety Assurance iaw base security orders and Joint Service Publication (JSP) 440 (refer to ITSO TORs).

Supporting the development of members of the Guided Development Scheme/Devonport apprenticeship scheme within Emergency Planning and Response, providing mentoring, leadership and guidance toward their development goals.

Pre-joining Essential Training

2 years experience in a relevant Nuclear Post, Demonstrated knowledge of Nuclear Authorisation and Nuclear Accident Emergency Arrangements, Nuclear Warship Support Course (or equivalent engineering experience in a regulated environment).

Post Joining Essential Training

  • Local Emergency Procedures Course
  • Nuclear Emergency Procedures Course.
  • Local Mandatory Training
  • Cabinet office accredited training (specifically Introduction to Civil Protection)
  • Lead Auditor Course
  • Association for Project Managers Professional qualification
  • Wider Nuclear Emergency response training (provided externally) to include emergency command and control.

The Introduction to Civil Protection in Easingwold near York, therefore travel will be required to attend.

To Be Considered For This Role You Should Possess

Minimum UK Regulated Qualification Framework – Level 5 qualification, preferably in a related subject to the role or lesser qualifications with extensive relevant emergency planning experience at the discretion of the Deputy Head.

Therefore, potential Salary and RRA allowance total being £48,530, all of which is pensionable earnings.
