Job Title: Waste & Recycling Officer
Job Purpose
To support the effective delivery of the Council's waste,recycling, and environmental services by monitoring operational performance,investigating service issues, promoting waste reduction initiatives, andensuring compliance with relevant legislation and Council policies. The postholder will work closely with operational teams, contractors, residents,businesses, and partner organisations to deliver efficient, sustainable, andcustomer-focused waste management services.
Key Responsibilities
Operational Management
- Monitorthe performance of waste collection, recycling, garden waste, and relatedenvironmental services.
- Investigatemissed collections, service complaints, and operational issues, ensuringtimely and effective resolution.
- Conductservice inspections, audits, and site visits to ensure service standardsare maintained.
- Supportthe management, monitoring, and performance review of waste collectioncontracts and service providers.
- Workclosely with operational teams to address service challenges and improveefficiency.
Service Improvement
- Analyseoperational data, service performance indicators, and customer feedback toidentify trends and opportunities for improvement.
- Supportthe development and implementation of recycling, waste reduction, andsustainability initiatives.
- Assistin the introduction of new waste services, operational processes, andlegislative changes.
- Recommendimprovements to service delivery and customer satisfaction.
Customer and Community Engagement
- Respondto customer enquiries, complaints, and service requests in a professionaland timely manner.
- Liaisewith residents, businesses, elected members, community groups, andexternal stakeholders regarding waste management matters.
- Promoterecycling, waste minimisation, and environmental awareness througheducation campaigns and community engagement activities.
- Provideadvice and guidance on waste and recycling services.
Compliance and Enforcement
- Ensureservices operate in compliance with environmental legislation, wasteregulations, Council policies, and health and safety requirements.
- Supportinvestigations into fly-tipping, waste contamination, abandoned waste, andother environmental offences.
- Collectevidence and prepare reports to support enforcement activities whererequired.
- Maintainawareness of legislative changes affecting waste management services.
Health and Safety
- Promote a strong health and safety culture across waste operations.
- Undertakerisk assessments, inspections, and audits as required.
- Monitorcontractor and operational compliance with health and safety procedures.
- Reportand investigate incidents, accidents, and near misses where necessary.
Administration and Reporting
- Maintainaccurate records, databases, and management information systems.
- Preparereports, statistics, performance dashboards, and briefing papers formanagement and elected members.
- Supportbudget monitoring, procurement activities, and contract administrationwhere required.
- Ensureall documentation is maintained in accordance with Council procedures.
Experience
- Experienceworking within waste management, recycling, environmental services, or arelated operational environment.
- Experienceof investigating customer complaints and resolving service-related issues.
- Experienceof monitoring performance and analysing service data.
- Experienceworking with a range of stakeholders, including customers, contractors,and external partners.
- Experienceworking within a local authority environment.
- Experienceof contract management and performance monitoring.
- Experiencesupporting environmental enforcement activities.
- Experiencedelivering community engagement or behaviour change campaigns.
Qualifications
- Educatedto GCSE level (or equivalent), including English and Mathematics.
- FullUK Driving Licence.
- Competentin Microsoft Office applications, particularly Excel, Word, and Outlook.
- Relevantqualification in Waste Management, Environmental Services, EnvironmentalScience, Sustainability, or a related discipline.
- Certificateof Technical Competence (COTC) or relevant industry qualification.
- Healthand Safety qualification (e.g., IOSH Managing Safely, NEBOSH Certificate).
- Environmentalenforcement or waste legislation training.

Additional Information
- PayRate: £25.90 per hour
- Hours: 37 hours per week
- Location: Wyre Forest House, Bewdley
- WorkingPattern: Monday to Friday, subject to operational requirements
- TravelRequirement: Full UK Driving Licence required; travel within thedistrict may be necessary.
- Weoperate on a bi-weekly payment schedule.
