Job summary

Leicestershire County Council is recruiting a Transport Planner to join the Highway Development Management Team in County Hall, Leicester. The role focuses on assessing the highway impacts of planning applications and providing transport evidence to underpin assessments.

You will negotiate mitigation measures, including Section 106, and contribute to masterplans, policy development, and transport studies. Reporting to the Senior Transport Planner, you will build relationships with Members,

Qualifications

• HNC/HND/NVQ4 qualification in a relevant subject (e.g. Civil Engineering or Transportation) or equivalent demonstrable work experience.
• Experience of highway development management or land use planning, conducting transport analysis or assessment work, and supporting transport policies and strategies.
• Experience of collaborative working with customers and key stakeholders to deliver outputs and outcomes.
• Excellent communication and presentation skills including experience negotiating with external organisations such as developers and engaging with customers.
• Knowledge of planning processes and current legislation in relation to highways and transportation as well as an understanding of strategic transportation issues.
• Experience interpreting and writing technical and non-technical reports.
• Excellent numerical and analytical skills to assess transport data and trends and the ability to work to tight timescales/agreed targets.

Responsibilities

• Complete effective transport assessments detailing highways impact of planning applications and pre-application enquiries.
• Advise on commissioning transport evidence to underpin these assessments.
• Negotiate highways/transport mitigation for development proposals including Section 106 where appropriate.
• Input into strategic masterplan sites, planning applications, transport studies, and policy development.
• Represent the department to Members, partners and stakeholders and provide technical advice.
• Deputise for the Senior Transport Planner and manage complex packages of work; occasional out-of-hours work may be required.
