Job summary

Essential Employment is seeking a Technical Licensing Officer for a Grays-based role on a full-time temporary basis. You will process and assess applications for licences, permits and consents, and maintain accurate licensing records.

You will provide technical guidance on licensing legislation, prepare reports for hearings, liaise with Police, Fire Service and other regulators, handle payments and support policy development.

Responsibilities

• Process and assess applications for licences, permits, registrations and consents within designated timescales.
• Maintain accurate licensing records and databases.
• Provide technical advice and guidance on licensing legislation, procedures and council policies.
• Prepare reports, correspondence and supporting documentation for licensing hearings and committees.
• Liaise with external agencies including the Police, Fire Service, Environmental Health, Planning and other regulatory bodies.
• Assist in the investigation of licensing-related complaints and compliance issues.
• Support enforcement activity by gathering information, maintaining records and preparing evidence where required.
• Ensure that all licensing activities comply with relevant legislation including: Licensing Act 2003; Gambling Act 2005; Local Government (Miscellaneous Provisions) Act 1976; Hackney Carriage and Private Hire Licensing legislation; Health and Safety and Data Protection legislation.
• Process payments and administer licensing fees where applicable.
• Contribute to service improvements and support the development of policies and procedures.
• Respond to customer enquiries by telephone, email and face-to-face, ensuring a high standard of customer service.
