Job summary

Sheffield City Council is seeking an experienced Licensing Enforcement & Technical Officer to support statutory licensing functions and provide expert advice across multiple regimes. The role combines licensing knowledge with regulatory decision-making and stakeholder engagement.

You will interpret complex legislation, advise officers and elected Members, assess applications, and contribute to policy development and training.

Qualifications

• Significant experience working within a licensing/regulatory environment.
• Ability to interpret and apply multiple pieces of legislation.
• Experience analysing legislation, guidance and policy to support decisions.
• Ability to provide clear, practical advice to diverse audiences.
• Excellent report writing, presentation and communication skills.
• Experience presenting professional reports to committees or senior stakeholders.
• Strong analytical and problem-solving abilities with attention to detail.
• Experience collaborating with partner agencies and stakeholders.
• Ability to manage competing priorities and work independently.
• Willingness to undertake evening/weekend duties and out-of-office work.

Responsibilities

• Interpret and apply licensing legislation, guidance, case law and Council policies.
• Provide specialist advice and technical support to officers, leaders and external partners.
• Assess complex licensing applications, representations and reviews and make recommendations.
• Support development and review of licensing policies, procedures and strategies.
• Prepare detailed reports and present evidence to Licensing Committees and senior meetings.
• Act as an authorised officer exercising statutory powers as required.
• Investigate complex licensing matters and compliance issues with partners.
• Represent the Council in legal, administrative, and quasi-judicial proceedings.
• Develop partnerships with enforcement agencies and stakeholders.
• Deliver training and guidance to licence holders and colleagues.
