Job summary

Sheffield City Council seeks a Licensing Enforcement & Technical Officer to interpret licensing legislation, apply policy in practice and provide expert advice to officers, Members and external partners.

You will assess complex licensing applications, prepare reports and present evidence to Licensing Committees while actively engaging with enforcement and regulatory stakeholders within a four‑day week framework.

Qualifications

• Significant experience in licensing, regulatory, governance or similar statutory environment.
• Sound understanding of regulatory legislation and ability to interpret multiple pieces of legislation.
• Experience analysing legislation, statutory guidance, policy and legal requirements to support decision-making.
• Ability to provide clear, accurate and practical advice to diverse audiences including senior managers.
• Excellent report writing, presentation and communication skills.

Responsibilities

• Interpret and apply licensing legislation, guidance, case law and council policies across licensing functions.
• Provide specialist advice and technical support to officers, senior leaders and external partners.
• Assess complex licensing applications, representations and reviews and make recommendations based on policy.
• Prepare licensing policies, procedures and strategies and support their implementation.
• Prepare detailed reports and present evidence to Licensing Committees and senior management.
• Act as an authorised officer exercising statutory powers where required.
• Investigate complex licensing issues and enforce compliance with internal and external partners.
• Represent the Council in hearings, tribunals or court proceedings as needed.
• Develop partnerships with enforcement agencies and stakeholders.
• Deliver training and guidance to licence holders and colleagues.
