Job summary

Delphi Care Solutions is seeking a Strategic Governance, Safeguarding & Regulatory Oversight Lead to oversee governance, safeguarding and regulatory readiness for Ofsted-regulated services. The role focuses on independent governance, strategic safeguarding leadership, and assurance aligned to SCCIF, reporting to the provider’s board.

Qualifications

• Enhanced DBS including Children’s Barred List check
• Level 5 Diploma in Leadership & Management (Children’s Residential) or demonstrable equivalent senior leadership experience
• Significant senior leadership experience in children’s residential care
• Deep knowledge of Care Standards Act 2000
• Knowledge of Children’s Homes Regulations 2015
• Familiarity with Ofsted Social Care Common Inspection Framework (SCCIF)
• Strong safeguarding expertise
• Ability to evidence governance scrutiny

Responsibilities

• Maintain provider-level oversight systems
• Monitor trends in incidents, safeguarding, and regulatory notifications
• Oversee independence and scrutiny quality for Regulation 44
• Review Regulation 45 Quality of Care reports
• Ensure timely Regulation 40 notifications
• Maintain a live risk and compliance register
• Stress-test governance and safeguarding processes
• Provide structured governance oversight reporting to the provider quarterly
