Job summary

West Midlands Combined Authority is seeking an experienced People Business Partner to translate directorate priorities into people plans, advise senior leaders, and support change programmes. You will coordinate input from HR specialisms to deliver values-led, inclusive leadership across the organisation.

This 24-month fixed-term contract requires strong coaching skills, employment law knowledge, and experience in complex environments. Birmingham-based with regular office presence.

Qualifications

• Proven experience in strategic HR or people partnering within a complex organisation.
• Influence senior leaders and shape people responses to business challenges.
• Experience coordinating cross-functional input from HR specialisms such as ER, Reward, OD and Inclusion.
• Evidence of supporting organisational change processes.
• Coaching to develop managers' competence and confidence in people management.
• Strong understanding of employment law and people policy; data-driven decisions.

Responsibilities

• Act as strategic people partner to directorate senior leadership teams.
• Provide values-led advice and support to senior managers on people issues.
• Translate directorate goals into people priorities aligned with strategy.
• Support organisational change through engagement, comms planning, and alignment with strategies.
• Influence change by embedding people priorities into business planning.
• Coach senior managers to build capability in managing people issues.
• Coordinate input from Reward, OD, Talent, ER and Inclusion functions.
