Job summary

West Midlands Combined Authority (WMCA) is delivering key transport programmes. As Assistant People Business Partner (Projects), you will help ensure the people side of change is planned, understood and delivered, working with the Bus Franchising and Transport projects to support workforce planning, retention, engagement and change milestones.

This is a 3-year fixed-term contract based in Birmingham with flexible office requirements and a focus on delivering value for the Transport function and

Qualifications

• Proven experience in a People business partnering setting (preferably as APB).
• Demonstrated ability to work with senior leaders.
• Strong understanding of TUPE, employment law and workforce analysis.
• Excellent interpersonal, coaching, and stakeholder engagement skills.
• Educated to at least degree level.
• CIPD qualification to level 5 (HR).
• Evidence of continued professional development.

Responsibilities

• Provide proactive People and Culture support to the Bus Franchising and Transport programme and wider projects.
• Build trusted relationships with Directors, Heads of Service, senior managers and project teams, advising on people policies and workforce challenges.
• Support workforce planning projections, retention, engagement, succession, trade union activity and change management.
• Coordinate input from People and Culture specialists, supporting governance panels and key papers.
• Champion fair, inclusive and consistent people practices and evidence-based decisions.
• Monitor resourcing costs with Finance and People Business Partners to ensure value for money.
